Adhoc syndrome adversely affects Forest Department
Ignoring rules PCCF transfers in-charge Range Officer

Jammu, Oct 16: Principal Chief Conservator of Forest (PCCF) accused of encouraging adhoc syndrome in the department has recently transferred four Foresters as In-charge Range Officer.
According to sources in Forest Department, as per rules, an in-charge (temporary appointment) official cannot be transferred, but unfortunately, forest department that has already rusted due to Adhoc system, time and again appointing and transferring Forester as in-charge Range Officer, (a grade-1 post).
"In J&K, most of Forest Ranges are being headed by In-charge ROs, for decades together, and continuing tradition, the incumbent PCCF recently transferred four Foresters as In-charge Range Officer", they said.
Sources said that the order issued by the PCCF has only one grade-1 officer among the transferee, while rest all are foresters, who were transferred, have been holding charge of ROs earlier.
"Nadeem Iqbal Mirza, the only grade one officer, who as per rules can be posted as Range Officer and be transferred against equivalent post", sources said, and added that the Forest department order number 198 of 2016, dated 04/10/2016 four officers all Foresters including Suresh Kumar, Mushtaq Ahmed Kuchey, Abdul Qayoom Malla and Pawan Sharma, who in-charge Range officer cannot be transferred and posted as Range Officer.
"In case of temporary appointment, where it is necessary in the public interest owing to an emergency which has arisen and could not have been foreseen, to fill immediately a vacancy. The appointing authority may appoint a person in accordance with these rules temporarily with the prior approval of the Chief Minister to Coordination until a person is appointed. In accordance with these rules but such temporary appointment shall in no case exceed three months on each occasion and not more than nine months at all", source said.
They said that the adhoc system in the department has encouraged corruption in many folds. "The Foresters, in fact, are not eligible for the posts paying hefty amount to get posted themselves as RO", they added.
