Now CEO Kathua wants to muzzle teachers' voice on social networking sites
Order contradicts section 4(b) of RTI Act

Jammu, Oct 20: The order of Secretary to Government Education department, seeking copies of five transfer orders coupled with registration of FIR against Chief Education Officer (CEO) Kathua has not gone well with the latter, who has issued a circular, tone of which is intimidating, aiming to muzzle teachers' democratic voices on social networking sites.
Moreover, the order of CEO Kathua and section 4(B) of RTI Act 2009, contradict each other, as latter speaks about suo-moto disclosure of information to public but former wants to hide all information from public.
Without mentioning the date, the Chief Education Office Kathua issued an order no. CEOK/44863-45015, invoking the service rule 12 of Jammu and Kashmir Government Employees (Conduct) Rules 1971. "Unauthorized communication of information: No government employee shall, except in accordance with any general or special order of the government or in the performance in good faith of the duties assigned to him, communicate, directly or indirectly any official document or any part thereof or information to any other person to whom he is not authorized to communicate such document of information."
In warning tone the concluding paragraph reads, "So it is enjoined upon all the officers/officials of education department of District Kathua not to post any message/information/order communication on Whatsapp/Facebook or any other social media unnecessarily/unwanted which does not pertain to them directly or indirectly. If any officer/official found posting any authorized communication/information, he/she will be dealt under rules."
Contrary to the stance taken by CEO Kathua, the Chief Information Commissioner office has time and again directed all the government departments /organizations for suo-moto disclosure of information under section 4(b) of RTI information Act 2009.
One such order of Information Commission reads, "…..It shall be a constant endeavour of every public authority to take steps in accordance with the requirements of clause (b) of sub-section (1) to provide as much information suo motu to the public at regular intervals through various means of communications, including internet, so that the public have minimum resort to the use of the Act to obtain information….."
The CEO Kathua has been totally frustrated with the exposure of backdoor transfer orders, besides cognizance taken by Secretary Education. "CEO Kathua has not even maintained the official website besides the orders, circulars and notifications are not uploaded anywhere, which is only to hide the information, which is also in violation of repeated directions issued by Information Commissioner", a teacher said, adding that the teachers have been uploaded only the transfer orders or other circulars issued by office and not any secret information.
It only speaks about volumes of desperation of CEO Kathua, who wanted to hide his failures by muzzling the voice of teachers, the teacher pleading anonymity said.
