Admin Secretaries traveled 80 kms a day!
Loot of taxpayers' money- V

Srinagar, Oct 21: The information gathered from all Administrative Secretaries reveals that except Secretary Ladakh Affairs all other bureaucrats have traveled 80 kms per day on an average during last six months (from February to July 2016).
Details obtained under the RTI and available with Early Times reveal that Secretary Ladakh Affairs traveled 17 kms daily on an average from Feb to July 2016. The vehicle allotted with the Secretary covered 2976 kms during this time which is quite normal.
An IAS officer who was Administrative Secretary J&K Government until recently used to travel 134 kms on an average daily. This is not a fairy tale, as the department itself provided these details to an information seeker under the RTI and Early Times filed a report on the same few days ago.
The information provided says that Secretary in J&K traveled 134 kms per day on an average from January to June 2016. Two vehicles were attached with the officer who has now been transferred to Cooperative Ministry in state recently. One vehicle of Claz make was used by Secretary himself and another vehicle Bolero was attached with his personal staff. Claz traveled 134 kms/day at an average and Bolero on an average traveled 55 kms daily.
When the reason was sought for such a huge distance travels, the PIO of the Department said that Secretary has to travel from Jammu to Srinagar and vice versa. In addition to it Secretary traveled to several areas in connection with meetings and other activities. The same reply was given by Secretary ARI and Training's as well as Law Secretary's office who too have traveled long distances between 85 & 135 kms on an average from last 6 months. The said news has already been published by Early Times.
People are fully aware that administrative Secretaries never travel by car from Jammu to Srinagar or Srinagar to Jammu. In addition to it Administrative Secretaries have no field work and it is impossible that said officers would travel more than 40 kms.
In our earlier report the information which was obtained under Right to Information Act (RTI) had revealed that in 6 months (Feb to July 2016) Commissioner/Secretary, Animal/Sheep Husbandry Department traveled a distance of Twenty One Thousand Nine Hundred and Thirty kilometers (21, 930 Kms). Which means average distance traveled was 164.30 Kms. If we deduct 40 Kms per day up and down between residence and office, then officer roamed 124.5 Kms per day i.e. 6.5 Hours per day during his office time. When officers would roam 6.5 Hours out of 8 Hours, it can be easily conceived his dedication towards his official duties ? Similarly Law Secretary had also traveled around 84 kms on an average from last 6 months.
When details were sought for such long distance travels, the PIO replied that officer traveled from Jammu to Srinagar and vice versa, but people are fully aware that IAS officers seldom travel by car to Jammu and Srinagar.
Pertinent to mention that similar RTI query had exposed a scam involving swindling of public money under the garb of field travel. The information provided to an information seeker had revealed that Commissioner Secretary to Government ARI & Trainings department had traveled more than 19,500 kms in last 6 months and on an average the officer has traveled 136 kms per day. Early Times had filed a report on this issue few months ago.
Under Secretary ARI & Training's department vide RTI reply No: ARI/Genl/38/2016 dated 24.6.2016 revealed that Department gave all the misleading and incorrect information to the information seeker.
Like other Commissioner Secretaries Secretary Ladakh Affairs could have also lied and provided misleading information under RTI. He could have said he travelled to and from between Srinagar and Leh, Kargil, etc, but he provided accurate information, i.e. 17 kms on an average which is quite agreeable.
