'Super-efficient' R&B engineers revise PMGSY targets to escape GoI's anger

Jammu, Oct 22: 'Super-efficient' engineers of Roads and Buildings department who are off and one running around for choice postings stand badly exposed for having been unable to meet the targets under PradhanMantri Gram SadakYojana (PMGSY).
Though the Minister for Roads and Buildings often claims of trying to reform the department but his efforts have not met with much success. According to an official communication of Union Ministry of Rural Development, the engineers of Roads and Buildings department working with the PMGSY wing accepted their inefficiency by revising the targets and seeking help from the officials of Union Ministry of Rural Development.
The engineers with the sole aim of appearing extra-ordinary set new targets and ensured that they meet those new targets. Road construction targets were brought down to lowest possible points merely to ensure that the PMGSY wing of Roads and Buildings department does not have to face the ire of the Union Ministry for Rural Development for having failed to meet the expectations.
Engineers from Jammu and Kashmir proposed only 0.29 percent of the total length of 1875.25 kilometres under Zydexnano-technology as against required 5 kilometres of total road length. They did this stating that they were not well conversant with the Zydexnano-technology; particularly Zyocosil and Zyotherm both water proofing technologies, waste plastic and cold mix. However, the rural development department expressed dismay over this incapacity of the engineers working with PMGSY wing of the Roads and Buildings department.
Not only this, the union ministry found serious defects in the DPRs submitted by the PMGSY wing of Roads and Buildings department, asking it to revise the same and bring them in consonance with the required standards. According to the Union ministry document, the engineers had submitted DPRs which had no details of the habitations covered. The state had not submitted certificates that all works were without any issue of forest clearance.
The engineers had not even calculated the average cost by taking into account the necessary factors but submitted costs which were all on the higher side. They had proposed 26 works for up-gradation which ministry out-rightly rejected saying that the same cannot be done. Transect walk photograph reports and reports had not been attached with the DPRs, thus clearly indicating that engineers had not applied mind while preparing the DPRs.
Engineers have not even submitted soil test reports with the DPRs, something which is mandatory and known to even freshly recruited engineers but the experts of Roads and Buildings department had no idea about this vital requirement. Joint inspection report of the bridges has neither been submitted nor attached with DPRs for reasons best known to the experts of the Roads and Buildings department. 8 cases of up-gradation have been proposed by the department but none has been mapped by the engineers of PMGSY.
137 roads works have been shown as completed but photographs have not been submitted to the Union Ministry of Rural Development despite repeated requests. The engineers have managed to get all the bills cleared but the formalities are still pending including the most important utilisation certificates. The engineers do talk a lot about centre not releasing funds but have not even once sought maintenance funds from the state government, something which is mandatory.
State quality monitors do not make routine inspections. Out of required 66 inspections per month, the state quality monitors carried out 40 to 45 inspections and that too after vigorous persuasion. 12 action taken reports (ATRs) are still pending and engineers hardly care about rural development department repeatedly asking them to submit ATRs. Funds to the tune of Rs. 16.59 crore have not been invested in the fixed deposits. Internal audit reports have not been submitted.
1003 completed works are pending for financial completion. Besides, state is not following e-payment system which is mandatory and is being followed all over the country. The engineers have failed to give a concrete reason for not adopting the e-payment system. Now, the state is likely to take-up another 542 road works and 30 bridges of the value of Rs. 3528.98 crore for completion but these work will now take place under close scrutiny of the union ministry.
