JAMMU, Oct 25: The mismanagement in Agriculture Production department could be gauged from the fact that despite having sufficient officers available, nearly 47 officers have been holding more than one post notwithstanding announcement by Agriculture Minister pitching for one man one post arrangement.
Moreover out of 47 officers, two have been holding four posts each while 11 have been holding three posts each and remaining have been made incharge of more than one post, besides incharge syndrome also speaks volumes about inability of department to make full fledged officers, as even the Director is also incharge and not full fledge.
As per sources Inderjeet Singh, AEO Surankote has been holding the charge of SDAO Surankote, SDAO Mendhar, DAO Extension, Rajinder Singh AEO Sunderbani has also been holding the post of AA SMF Lamberi, SDAO Noushera, SDAO Darhal.
PK Koul SMS-III Jammu is also holding the post of ADO Rajouri, Agronomist Specialist (DAO Inputs) Poonch, Mahesh Verma SCA Poonch is also holding the charge of Seed Certification Assistant Poonch, Res Assistant STL Ponch, Matinder Singh SMS-II Jammu, has also been holding the post of ADO(Veg) Jammu, DAO Extension jammu, Ilyas Gattu SMS-DL Doda Workshop is also holding the post of ASCO Doda and ASCO Kishtwar.
Ajay Koul CAO Udhampur is also holding the post of DAO (Extension) ASCO Udhampur, AK Malhotra, Incharge Director Agriculture is also holding the post of Joint Director Extension Jammu, Balbir Singh SMS-II Rajouri, is also hodling the post of AE, SPU Jammu and DSCO Jammu. Vipin Sambyal SMS-II Kathua is also CAO Kathua and Joint Director (Fertilizer) Jammu, Malvinder Singh Research Assistant STL (Jammu) is also holding the post of SMS-II Dansal, Assistant Soil Chemist Jammu, Daisy Bhan AEO is also holding the post of SMS-I, Assistant Soil Chemist Jammu.
Moreover, BK Chandan, Rafiq Sudan, Asfaq Salaria, Mohammad Younis Choudhary, Satish Kumar Bhagat, CM Sharma, Devinder Sharma, Sunil Koul, Arvind Gupta, Omkar Singh Choudhary, Kulbhushan Sambyal, KK Koul, Kuldeep Khuda, Parveen Kousar, Sureshta Devi, Satish Bhagat, RK Bhagat, Yograj, Shahid Iqbal Sheikh, RK Wangnoo, AK Nargotra, KK Mattoo, SK Dhawan, Swarkar Anand, GS Bali, Anil Koul, PL bhat, BL Koul, Anil Koul, Parveen Nagar, Anoop Gupta RK Wali, have been holding two posts each.
"From the last 30 years, Agriculture Production department has entirely failed to conduct DPC of Gazetteed employees, which in turn has created a huge problem of stagnation from one side vacant posts and on other side presently all posts of Director, Joint Director, Deputy Director, Chiefs, DO posts and SDO posts are laying vacant due to incharge culture", an official said.
An official in civil secretariat said that the issue was recently discussed in a meeting attended by Agriculture Minister, Financial Commissioner and other officials of department and very shortly, one man one post system would be made in department. |
