Who will listen to MHA in J&K?

JAMMU, Oct 25: Stop giving VVIP protocol, government accommodation and official vehicles to police officers and bureaucrats after they retire from the services.
Let these top officials live ordinary lives like other citizens of the country since VVIP racism creates a wrong impression in the minds of the people of this country. Withdraw all official luxuries, the moment they finish their government services. They should not be allowed to keep enjoying government facilities especially the personnel at residences since they contribute little or nothing after their retirement in the service of the nation.
Only those police officers and bureaucrats should be allowed to retain government facilities including cars who are facing real threat of terrorists or other anti-social elements. According to the MHA's letter no. 1-45020/09/2016-Pers-II dated 21-09-2016, it received various reports of retired Police Officers retaining a large number of Police personnel at their residences, including guards. It has also referred to reports that personal security is also being provided to the retired officers.
Though the personal security is being provided on selective basis but the same is being done by the respective state government without following due rules and regulations. MHA has further taken note of the fact that many retired Officers are retaining official vehicles for months together. Such matters create a wrong impression in the public mind and are also against the basic decorum and discipline of government service, more so of the uniformed services, says the government letter.
MHA letter has stated that the instances have been increasing all over the country. Since the list of post-retirement beneficiaries of government facilities has been increasing with each passing day, MHA decided to crack the whip and stop the respective governments from virtually bowing to the demands and needs of the retired police officials and bureaucrats. None deserves any special consideration purely because he served the state in any capacity.
MHA has strictly asked Chief Secretary of Jammu and Kashmir government, heads of Central Armed Police Forces and Assam Rifles/Central Police Organisations and Directors General of Police (DGP) to ensure that various privileges such as personnel at residences, vehicles, personal security etc. should be withdrawn within a period of one month after retirement of any Police Official. The officials of Jammu and Kashmir government have been asked to strictly comply with the directions of Union Ministry of Home Affairs (MHA).
The state government has been further directed that if security is to be provided to any retired Police Official, this should be based on a specific threat assessment particular to him and should not be based on a threat of general nature arising out of a post he had held before retirement. In case a retired Officer 'fails to follow the above instructions, MHA has asked Jammu and Kashmir government to ensure that the officials should be made to pay for the various privileges.
Similarly, action should be taken against the serving Officials who do not take timely action to withdraw the various privileges mentioned above from the retired Officials, says the MHA directive in explicit terms. MHA has sought compliance report from Chief Secretary of Jammu and Kashmir, heads of Central Armed Police Forces & Assam Rifles/Central Police Organisations and Directors General of Police (DGP) by October 31, 2016.
