GMC admin promotes 'blue-eyed', ignores deserving candidates

jammu, Oct 28: Ignoring the norms, the administration of Government Medical College & Hospital (GMC&H) Jammu has reportedly promoted some 'blue eyed' helpers to group III and ignored the eligible candidates.
Moreover, some employees have reportedly got three out of way promotions, while others have been left in the lurch despite High Court orders directing the administration to implement its order over promotion.
As per documents in possession of Early Times, vide order No. 338/AJH of 2001, dated 6. 10. 2001, Ajay Kumar s/o Daleep Kumar R/o H. No. 78, Shiv Nagar Jammu is listed at serial No. 5. He reportedly got three promotions with pay scale grade of Rs 2610-3540 in 2005, then pay scale of Rs 3050-4590 in 2007 and finally got third promotion as 4000-6000 in 2009 after being regularized in the department in 2001 from daily rated worker.
"On the same pattern, Group-IV employee- Balkrishan, who is listed at No. 18, has also got the same pay scale grade of Rs 4000-6000 and is now working as carpenter from 2010 against the available vacancy in Associated Hospital Jammu (Super specialties). Bachan Lal and Romesh Lal, appointed as Medical Gas Operator and Gas Helper respectively, got the promotion with pay scale grade (3050-4910). But the remaining deserving candidates are yet to be promoted.
Pertinently, in 2001, Health and Medical Education Department had regularized 31 Daily rated workers at the post of Helper against available vacancies under Major Head 2210-Mechanical and Public Health. But owing to step motherly treatment of the department, some have got promotion and others were ignored.
Many employees who also have ITI diploma and are working with the department for the last two decades, are not being promoted at the same pay scale. "Perhaps they have not close proximity with the administration," said a helper, wishing anonymity.
The dejected employees had approached the High Court in 2010. The High Court passed an order on 05-09-2012 which reads: "…this petition is disposed of with a direction to the respondents to convene a Departmental Promotion Committee and place the petitioner's case as also of all other eligible candidates before it for promotion to the post of 'Mechanic' within two weeks from the date copy of this order is served upon them, who shall thereafter accord consideration to the petitioner's claim within two weeks thereafter and pass appropriate orders."
The dictatorial approach of GMC&H administration could easily be gauged from the fact that it has so far ignored the High Court directions.
