HC quashes order, defamation case likely against CEO Kathua
21 months on, no enquiry against suspended principal

Jammu, Nov 2: The Directorate of School Education had suspended a Principal over some allegations but failed to initiate any enquiry after lapse of nearly 21 months.
The Jammu and Kashmir High Court has quashed the suspension order of Principal and the later is likely to file a defamation case against the then Chief Education Officer (CEO) Udhampur, Balbir Singh, who is now CEO Kathua.
Aggrieved Principal Pawan Singh Slathia, who was deputed as Principal of Government Higher secondary School Pancheri in year 2013, had to undergo mental torture, humiliation for last twenty months, over what he termed the allegations as totally baseless and malicious.
"I was appointed as Principal Higher Secondary School Pancheri in May 2013 and also was given the additional charge of ZEO Pancheri. During that time government had issued an order to cancel all the attachments of teachers. Some of teachers were attached in various city areas and when I attempted to implement the order, the then CEO Udhampur, Balbir Singh directed me not to cancel attachments of those teachers, who had some political links", Pawan Slathia said.
He further claimed that his refusal to obey the orders of CEO, was seen as an act of defiance, who developed personal grudges against him. "I applied for GPF for which a sanction was to be given by CEO but he denied and sought 20 percent commission, forcing me to knock the door of Chief Judicial Magistrate Udhampur. The CJM instructed police to investigate the allegations of money demanded by CEO but in the meantime, a fabricated complaint was lodged against me", Slathia claimed.
He added that merely on the basis of a simple complaint, the CEO took the matter with the then Director School Education, who without any enquiry suspended him in February 2015.
"On March 3, 2015, I challenged the suspension order in the court and after lapse of 21 months and 11 days, finally Court of Dhiraj Singh Thakur quashed the suspension order", Slathia said while showing the order of High Court.
Slathia claimed that without any enquiry he was placed under suspension only on the basis of fabricated report of the then CEO Udhampur Balbir Singh. "I was so much harassed that in the span of nearly 21 months, no enquiry was conducted and definitely I will file a defamation case against CEO and other officials of Education department for harassing me", Slathia said.
