Directs Govt to disclose if it is job of R&B or Beacon
Whose duty it is to maintain NH stretch, asks HC

Srinagar, Dec 8: The state high court has asked government to file a status report within two weeks as to whether maintenance of the National Highway from Pantha Chowk to Sonawar here is a job of Beacon or R&B. Hearing a PIL, a division bench of Justice Mohammad Yaqoob Mir and Justice B S Walia also directed the deputy advocate general to file the report about the condition of road from Bandipora to Srinagar. The court directive came in view of the submissions made by two advocates in this regard. One of them said the condition of road from Awantipora to Tral via Nowdal was shabby. He said both Beacon and R&B was passing the buck about the maintenance of Pantha Chowk-Sonwar NH stretch as none of them was taking the responsibility.
"Beacon says it is the job of R&B whereas R&B states that it is the job of Beacon," he said.
The other advocate said the road from Bandipora to Srinagar was in absolute bad condition and it was very difficult to travel on it. "For one hour journey, three to four hours are consumed," he claimed. Keeping in view the concerns as highlighted, the court directed the deputy AG to collect information regarding these concerns and file status report within two weeks.
It also directed listing of the PIL in the week commencing from December 27. The petitioner has sought directions for repairing of the national highway from Jammu to Srinagar, especially from Banihal to Srinagar and Srinagar to Baramulla. A direction was also sought to macadamize the existing old NH1A to make it fit for vehicular traffic to the level of minimum international and national standards for the convenience of general public. A direction was also sought to constitute a team of experts to have the spot inspection and conduct survey of NH1A and link roads of Kashmir to assess the gravity of dilapidated condition of the roads and submit a detailed report with complete remedial suggestions in a time bound period.
The petitioner also sought direction for fixing liability of maintenance of NH1A from Jammu to Srinagar.
