Rajouri, Jan 11: Uncontrolled mushrooming of the diagnostic laboratories which fail to fulfill the laid norms especially in the peripheral district of the state are having telling effect on the patient care in these areas.
Use of clinical laboratory test results in diagnostic decision making has become an integral part of clinical medicine, but barring few private clinical laboratories functioning in Rajouri district, especially in the vicinity of old and new district hospital buildings, many such laboratories have been established to make easy money by putting the lives of the patients at risk.
Numerous complaints have been lodged by the patients and their attendants with higher Health authorities at Jammu & with Chief Medical Officer (CMO) that the test reports provided by many clinical laboratories don't match with the test reports provided by reputed clinical laboratories at Rajouri as well as at Jammu.
"Most of the times the reports given by some of these laboratories don't match with the reports of other well established clinical laboratories and laboratories at Jammu thus putting the lives of patients at risk" said a victim patient.
About two years ago a youth who was suffering from high fever was rushed to Government Medical College Hospital (GMCH) at Jammu by the family members after a disturbing test report was provided by one such poorly maintained clinical laboratory.
When the doctors conducted laboratory test at GMC laboratory besides a reputed laboratory in Jammu, both the test reports completely ruled out the apprehension raised by his tests in Rajouri and next day youth was discharged by the doctors.
After reaching at Rajouri the brother of the youth, who is advocate by profession, had approached the police and lodged FIR against the owner of the clinical laboratory for harassment to the family/patient and for wrong report.
But despite all the complaints and warnings issued by the then Chief Medical Officer's (CMOs) office nothing has changed and still patients have been facing the same disturbing reports from many such laboratories.
After recent complaints with the Chief Medical Officer (CMO) about the erroneous reports and charging of exorbitant rates, CMO Dr Mohammed Younis has issued a show cause notices for quality control by all the private clinical laboratories.
Vide his office order No.CMO/NHCE/R/2016-17/12393-403 CMO has directed concerned intending persons/ owners of private clinical laboratories to follow the guidelines laid down under J&K Nursing Homes & Clinical Establishments (registration & Licensing) Act (J&KNH&CEA).
Private clinical laboratories have been advised to follow and implement the directions issued to maintain quality control register, quality control assurance certificate from Registered Clinical Laboratory duly signed by Pathologist, display of rate list as per government order No.89 HME/2012, display of the names ,designation, qualification of authorized staff, registration of clinical establishment, details of bio-medical waste disposal & permission/authorization to operate hospital as per Waste Management Act& Rules 2016& income tax return report. CMO has directed all such establishments to furnish their above said details within one week at his office.
"Any deviation in this matter will be treated seriously and the matter will be sent to higher authorities for appropriate lawful action against the defaulters under J&KNH&CEA" said CMO.
