Early Times Report

Jammu, Jan 11: The height of discrimination within different cadres of Jammu and Kashmir police could be gauged from the fact that the policemen of Ministerial cadre enjoy timely promotions, whereas their counterparts in executive wing have been left to gaze at empty sky.
According to sources, Head Constables of Ministerial Cadre have been elevated to the post of Assistant Sub Inspector as per the order no 3995 of 2016 dated 31-12-2016.
"The promotions of the Ministerial cadre policemen ordered by DGP in 2016, were discriminatory against the policemen of Executive wing, as the former had their recent promotion in 2012," said sources, adding while the latter (executive wing) despite taking training of ASIs were awaiting promotions since past one year.
Sources maintained that another list of Ministerial Cadre policemen is under process for different posts.
If sources are to be believed, thousands of constables in executive wing have not been promoted for the last over 20 years and same is the fate of other ranks.
"This has resulted in lack of enthusiasm among the constabulary," said sources, adding, most of them are now preferring 10 to 4 work rather than wearing uniform.
The story of discrimination with Executive wing doesn't stop at the constable rank alone. Sub Inspectors and Inspectors are worst sufferers as they are not only sandwiched between gazetted and non gazetted ranks but are also held responsible for every law and order problem and shortcomings in the investigation of cases, stated a serving Inspector of 1995 batch posted in a wing.
