Rajouri, Apr 17: In brazen violation of norms, the Public Health Engineering (PHE) department has allegedly used substandard material for construction of a water tank at Sunderbani here with local demanding a probe from the vigilance department.
The PHE was constructing a huge water tank with the capacity of around 10,000 gallons to feed villages lying under Devak Panchayat in the tehsil. The tank was supposed to provide potable water to over 200 families. But instead of using prescribed construction material, the contractor who is executing the work is understood to have used "substandard material" thereby raising concerns over the safety and stability of the concrete structure that is likely to be commissioned in the coming months. Sources said to make extra bucks from the construction, the contractor allegedly made use of used PHE pipes, which he procured at peanuts, instead of iron bars for raising the concrete structure. nd has been used than prescribed content of cement," the insiders said. They said given the use of substandard construction material, the structural stability of the tank was at risk. "There's every possibility that the structure will collapse anytime and can lead to destruction in the neighbourhood," the insiders said. The locals said though the matter over use of substandard material was brought into the notice of PHE engineers from time to time, the concerned failed to act. "There seems to be a direct deal between the contractor and the engineers who are silent over the use of objectionable material in the construction. Otherwise things would have improved," the villager said. In a fervent appeal to Chief Minister Mehbooba Mufti they demanded an inquiry from the Vigilance Organization of Jammu. "The contractor and the PHE are hand in glove so we demand probe by vigilance," the locals said. The PHE engineers, however, refuted the allegations. But interestingly PHE is not in favor of probe by the Vigilance.
