Locals accuse BDO of irregularities, indifference

Poonch, Sept 13: Landslide victim namely Haji Mohammad Ashraf S/o Baru of Mohalla Beli village Hari upper Tehsil Surankote (Poonch) is running from pillar to post in getting the compensation released in his favour, but two months since the tragedy struck him, Block Development Officer (BDO) has not given an ear to him.
Haji Mohammad Ashraf said "Earlier ACD had constituted a committee and also directed the committee vide his order No. 266 Dated 07-07-2017 to submit him the report within one week. But after a lapse of over two month, the committee didn't submit its report, which projects the sheer negligence on the part of enquiry committee of the Rural Development Department".
He further said "the district administration took no notice about the corrupt practices of BDO Surankote and there is dire need to take action against corrupt BDO for not releasing the payment for the work done over the said land. The said BDO has been given Surankote area that has been given additional charge of block Lassana of Poonch and also holds additional charges of Block Mankote. This is clear encouragement of corruption and is utter violation".
He narrated that after the incident; they app-roached the Assistant commissioner Development (ACD) Poonch and narrated him about the incident. ACD granted a special approval under order No. ACDP/828 of 2016 dated February 25, 2016 to accomplish the work on the said piece of land. "I brought and handed over the approval letter to the then BDO Surankote, who authorized secretary Panchayat Hari Upper block Surankote under authority No. 27-08 dated March 01,2016".
He added, "I along with some labourers got the work completed there and secretary Panchayat, JE and AEE inspected the work on spot and prepared the bill and sheet and deposited the same in the office of BDO Surankote Zahir Abbas who had framed a departmental committee for the verification of the work on spot. But during the submission of the report of committee, Zahir Abbas BDO was transferred and replaced by present BDO block Surankote."
He further said, "when we approached the new BDO to make the payment for the work done, he completely refused to address the issue
Haji Mohammad Ashraf whose 15 Kanals land was washed away in a landslide incident in 2016 alleged that present BDO Surankote denied to make payment for the work done over the said land.
