"130 ReT Teachers attached under various titles in Chenani zone

UDHAMPUR, Oct 18: Beer Singh social Worker/RTI activist from Chenani in Udhampur said during a presser today that some teachers are degrading the image of teachers and working against the interests of poor students.
He said that the Centre as well as State Governments warning hardly to improve the Education system on the one hand and the implementing authorities at the lower level are polluting the whole system just for the sake of monitory gains .
He disclosed that two orders of Zonal Education Officer Chenani issued vide letter no.ZEOC/ESTI/1730-37 dated 25-08-2017 and order no. ZEOC/ESTT-1738-39 dated 25-08-2017 wherein six ReT teachers and one teacher respectively were attached near their homes in the peak session under the title utilizing of services was against the rules and regulations and ether instructions of the Department .
On enquiring the matter from the concerned ZEO chenani, the orders were issued without the consent of the ZEO Chenani and also not signed by him.
The ZEO said that some officials in the office are out of my control . How other officials issued attachment orders under various titles and signed on the seal and stamp of ZEO Chenani.
Analysing the deep rooted nexus of attachments/transfers under different titles viz Attachment, Deputation, Utilisation of services, Medical ground , Humanitarian grounds, need basis, etc., he added that he Complained to the Director School Education Jammu on 29-07-2017 under the subject 'Fraudulent order of Attachment (not signed by the ZEO Chenani) deep rooted nexus and action thereof ',with copy to the Minister of State of Education J&K Srinagar ,Commissioner/Secretary to Govt. School Education Deptt. J&K Srinagar and the Deputy Commissioner Udhampur for conducting higher level enquiry into the nexus arid initiating actions against the guilty officer/officials .
The Director School Education Jammu vide letter no. DSEJ/MW/G-426/2017/30012-14 dated 13-09-2017 for conducting the enquiry wrote to the Chief Education Officer Udhampur. But the Chief Education Officer Udhampur despite of conducting impartial enquiry shielding the guilty officers/officials . When he tried to inquire about the proceedings from the CEO Udhampur . The CEO Udhampur replied very angrily and arrogantly that it's an internal and personal matter of the Department and you have no concern this matter
Many teachers in Chenani zone attached to Schools near their homes under various titles . Even some teachers attached verbally by the ex -ZEO Chenani Pritam Dass to schools near their homes for the monitory gains. These ReT teachers appointed on village level merit to teach the poor students of their respective village but preferred to remain attach in ZEO office or to schools near their homes The poor students of far flung areas are the worst sufferers due to the fraudulent order of attachments of ZEO Chenani.
He disclosed that there are more than 130 ReT Teachers attached under various titles in Chenani zone but the ZEO Chenani/CEO Udhampur misleading the higher authorities about these attachments . in ZEO office Chenani there is very deep rooted nexus .-lhere is no rule of law prevails in Chenani . Some teachers attached verbally in ZEO office Chenani and officials working there are part of this nexus . The hard working and honest teachers are under depression due to the breakdown of rule of law in ZEO office Chenani . Some teachers in in Chenani zone are attached every year whereas some teachers are working in the same school for the last seventeen years and never attached anywhere for a single day.
Only the higher level enquiry of Vigilance Organisation into the matter can clearly open all the wrongs/frauds of Zone Chenani It is a serious matter how other official of ZEO office Chenani issued the order without the information of the ZEO. He demands Enquiry by the Vigilance Organisation into the matter for the sake of poor and innocent students of far flung areas and registration of FIR against the guilty officials.
