Streamlining expenditures: Govt withdraws re-distribution powers of HODs, DDOs

Jammu, Oct 18: In what can help streamline the random and haphazardness of expenditures in the government departments in the long run, the government has taken a major decision under which all the powers related to re-appropriation and re-distribution of funds vested in the Administrative Departments, HODS and DDOs been withdrawn.
In order to check waywardness in spending by most of the departments, the government while announcing withdrawal of powers given to heads, has announced that any proposal for re appropriation will be considered on merits in the Finance Department only in respect of what would be seen as 'savings' to be utilized for authorized pending work done, liabilities, salary shortfalls etc in the concerned department.
Sources said while this step is a part of the reforms introduced and announced by the Finance Minister Haseeb Drabu in his last Budget speech, a proper order issued in this direction on Monday is only a reminder on what government intends to do in terms of putting reforms in place and reiteration that expenditure during the last quarter of the Financial year 2017-18 shall be limited to 30 per cent budget allocation on both Revenue and Capex side.
In order to check the habit of utilizing maximum funds in the last month of Financial year,the government has further maintained that payments in the last month shall be made only for gods and services already procured. The department heads have been cautioned that no amount shall be released in advance except to the contractors under terms of duly executed contracts, any loans or advances to the government servants or private individuals as a measure of relief and rehabilitation as per service conditions or on compassionate grounds provided under the rules.
These fresh measures are being sought to be in place in order to avoid rush expenditure on procurement mostly during the last month of year . Besides, this is also to ensure that all procedures are complied with and there is no infructuous or wasteful expenditure by any department. In this direction Financial Financial Advisors are advised to monitor these measures in their respective departments.
The order further stated that all the un-utilized funds over and above 30 percent of the budgeted amount on both Revenue and Capex side by the end of December this year would be automatically forfeited and will not be allowed to be used for any other purposes, as seen in the past.
