With highest ceasefire violations India unwilling to hold talks with Pakistan

National Conference leadership, besides some experts on Kashmir affairs and the separatists continue to support India-Pakistan talks for restoring peace to Kashmir. Are talks between India and Pakistan possible in the immediate future? One is doubtful about it on the ground that Pakistan has not so far accepted various conditions imposed by India for the resumption of talks. Not only this, Pakistan has already conveyed to new Delhi that Islamabad wants to resume talks with New Delhi but the top agenda for discussion should be the Kashmir issue. And India has nothing to discuss about the Kashmir issue because New Delhi believes that the issue has been settled in 1947 when the last Dogra ruler, Maharaja Hari Singh, signed the instrument of accession which was later ratified by people under the leadership of Sheikh Abdullah. What irks India is the way Pakistan continues to support infiltration of militants and resorts to frequent ceasefire violations during the last one year. Though Pakistan has held India responsible for ceasefire violations but the real story is that the Indian troops simply retaliate with force and fury each and every ceasefire violations.
The Government of India has blamed the Pakistan troops for carrying out highest ceasefire violations along the International Border and the Line of Control in Jammu and Kashmir this year. Over 720 violations have been reported which is the highest in past seven years. According to the data compiled by the Union Home Ministry, Pakistani forces have violated ceasefire 724 times along the IB and the LoC till October in comparison to 449 times in 2016. As many as 12 civilians and 17 security personnel were killed in the firing from across the border till October; a home ministry official said quoting the data. A total of 79 civilians and 67 security personnel were also injured in the firing. The truce between India and Pakistan along the International Border, the Line of Control and the Actual Ground Position Line in Jammu and Kashmir came into force in November 2003. India shares a 3,323-km-long border with Pakistan of which 221 km of the IB and 740 km of the LoC fall in Jammu and Kashmir.
In 2016, there were 449 incidents of ceasefire violations in which 13 civilians and 13 security personnel were killed and 83 civilians and 99 security personnel were injured. In 2014, there were 583 incidents of ceasefire violation in which 14 civilians and three security personnel were killed and 101 civilians and 28 security personnel were injured. In 2015, the number of ceasefire violations was 405, 347 in 2013, 114 in 2012, 62 in 2011 and 70 in 2010.
After a brief lull, Pakistani troops violated the ceasefire with India along the Line of Control (LoC) in Poonch district of Jammu and Kashmir and shelled the forward areas. The shelling from across the border began in Khari Karmara area and continued for about an hour. The Indian security forces along the LoC retaliated effectively to the Pakistani firing and shelling. And Pakistan continues to blame India for not securing UN assistance for resolving the dispute over Kashmir. Islamabad also blames New Delhi for not listening to the suggestions from various super powers for mediating in the dispute. Since India has made it known that it is not interested in any third-party or third-country mediation or intervention because of the bias of these super powers which they have displayed when India took the case of Pakistan tribal invasion on Jammu and Kashmir to the UN these super powers sides with Pakistan. Hence India has lost faith in any mediation or Intervention by any super power including the UN.
