'Influential' official gets 4 charges in Social Welfare Deptt
Colleagues smell ghotala, seek probe

Srinagar, Dec 6: Even as scores of meritorious officials await postings in the state, the government has allotted four important charges to one "influential" official in the Social Welfare Department.
Sources said the official, who is holding the charge of Deputy Director in the Integrated Child Development Services (ICDS) holds three other major portfolios as well, drawing flak from the Kashmir Administrative Services officials who have been awaiting postings.
"Apart from being the Deputy Director, she happens to be the district project officer Budgam, District Project Officer Baramulla and District Social Welfare Officer for Srinagar," said a source in the department.
The officials said it was logically impossible for one official to do justice with charge of multiple districts.
They said despite resentment among the official fraternity, she continues to hold all the additional charges as she happens to "enjoy political patronage."
"One wonders how a single person can handle so many important posts. Is the government running short of officers, who can be placed at such posts or are our officers too incompetent to be placed at such posts?" said a senior official in the Social Welfare Department, adding things were getting "messy with each passing day."
"It looks like that she has been given these charges to hide some scams because corruption is at all times high in numerous Govt schemes allotted to the department," the officials alleged.
What has raised eyebrows is that the official is accused of "bypassing her colleagues in matters of official transactions." "We have received complaints that AD (Planning) and AAO are being bypassed even in normal office works," said a senior official in the Civil Secretariat.
While the Social Welfare Department officials have sought an inquiry into the "rampant favouritism", the official machinery expressed helplessness to solve the matter.
"Basically we have standing instructions from one mantri ji to allot as many charges as possible to the said official, so you better contact the concerned minister may be he is able to reply," the official told Early Times.
Despite repeated attempts, Minister for Social Welfare Sajad Gani Lone couldn't be contacted for comments.
Meanwhile the officials of the Social Welfare Department have sought a time bound probe into the matter. "We want an end to rampant corruption and favouritism," the officials said. They appealed Chief Minister Mehboboa Mufti to personally look into the matter.
