Now book scam surfaces in JU
DSRS distributes non-existant 600 books

Jammu, Dec 6: Another books' scam has been surfaced in University of Jammu, as alleged existed in papers only, 600 books go missing. Moreover, despite recommendations of inquiry committee, constituted to find facts, to take appropriate action, efforts are being made to save accused faculty member.
According to sources, Dr Monir Alam, from Department of Strategic and Regional Studies (DSRS) spent Rs 1.5 lakh for publishing 600 books, and without information of administration, the books went missing from department.
"Rs 1,48,997, out of Area Study Programme (ASP) spent as publishing charges for 600 copies of three books (200 each) Pakistan Occupied Kashmir-Constitutional Status and Political Reality, Russia and Tajikistan -Political and Security Relationship and Revival of the Silk Route- Growing role of India)", finding of four members inquiry committee constituted by the University read.
The finding further read that all books got issued on name of Dr Monir Alam, without getting them accessioned on the Register of the Departmental Library as per the established practice.
"Dr. Alam did not provide satisfactory answer as to how 600 copies were published and issued individually to him without entering the same either in the stock register or Library Register", the findings read. The inquiry committee observed that neither, he provided the receipts from the people to whom he had distributed the books nor an authorization letter from the then Vice Chancellor Prof. Varun Sahni if he has done this at his behest.
"The contention of Dr. Alam as frivulent since the published books were priced and remains the legitimate property of the university as evinced by the university order no. Fin/2011-12/15087-89 dated 30-03-2012. Therefore, free/complementary distribution of these books amounts to financial misconduct as no formal sanction from the competent authority was ever sought", the committee found.
The committee further opined that only 600 copies were published by Dr. Alam out of the ASP grant of UGC and as allegedly claimed by Dr. Alam that these books were distributed on complementary basis, the committee failed to understand as to how books which were in sole custody of Dr. Alam were supplied by a private vendor when the publication cost has been borne by the UGC vis-a-vis University of Jammu.
"When the Dr. Alam was having spare copies of these published books then why a purchase worth Rs. 3045 /- was made out of Non- plan grant of the university", the Committee opined. The committee further observed fraudulently payments Rs 1.5 lakh withdrawn, bills produced from different publishers, provided by Dr. Alam, and available with department narrates something else.
"The payment for publishing the 600 books was made to M/S Sethi Printers, but said books were printed and published by Lancer Publications, New Delhi which has been substantiated vide letter no. DSRS/12/3442 dated 17.02.2012 to the UGC regarding re-appropriation of funds under Area Study Programme", Committee's finding reads.
Committee also observed that there was a mismatch of the signatures of one of the members of Purchase Committee at Serial no. 3 at invoice No. 2985 and at invoice No.2821.
