AEE gives 'damn' to transfer order issued by H&UDD, employees suffer due to want of salary

SRINAGAR, Dec 6: A simple administrative order directing for the transfer of an officer issued by Housing and Urban Development Department (H&UDD) has snowballed into a major controversy since the officer has not complied with the direction and he continues to occupy the position.
Although, the H&UDD has asked Srinagar Municipal Corporation (SMC) to relieve the officer no action whatsoever has been taken so far. This has resulted into a situation where there is total chaos and confusion in the department with the accountability going for a toss. The employees are suffering since their salary is pending for months now.
"I am directed to refer to your letter number SMC/PS/Com/5599-5600 dated 16-10-2007 regarding the subject cited above and to request you to direct Imtiyaz Ahmad Qazi, AEE to report to Housing and Urban Development Department for further posting," wrote Additional Secretary to Government, Housing & Urban Development Department. The letter has been addressed to Commissioner SMC.
The subject as mentioned in the order issued under order number HUD/LSG/SMC/104/2017-II dated 27-10-2017 refers to transfer and posting of engineering staff. This order was issued after the concerned officer did not report to H&UDD and stayed put at his place of positing in brazen violation of rules.
Instead of reporting to H&UDD, Imtiyaz Qazi knocked at the doors of the judiciary and sought the intervention of court with regard to this subject matter. On 15-11-2017, the court asked the Housing and Urban Development Department to present the statement of facts before it within a period of two weeks so that real picture about the case comes to the fore. The court kept the order issued by H&UDD on 27-10-2017 in abeyance.
Although, the case was listed for 30-11-2017, it could not be taken up on that date due to the paucity of time. Due to this reason there is complete anarchy at the office of City Drainage Civil with the employees being the ultimate sufferers. Since the AEE is the drawing and disbursing officer of the office the salary of the employees has been withheld for the past couple of months or so.
Early Times has learnt from sources that the AEE in question has not handed over the charge to his successor and he continues to be the head of the City Drainage Civil. The employees are at loss as how to cope up with the situation since their salary has not been paid due to the prevailing confusion.
"We have been running from pillar to post so that our problems are addressed, but that is not to be. Some days back we met a top ranking officer of the SMC with regard to our salary, but he rebuked us as if we were beggars. The court should take a note of our problems and redress them at the earliest," said a group of employees while sharing their views.
