Director Agriculture's 'publicity stunt'
Was it a training programme or observance of 'Intl Anti Corruption Day'

SRINAGAR, Dec 13: On December 9, 2017 Directorate of Agriculture Kashmir organized a training programme on implementation of Public Finance Management System (PFMS) and Centralized Personal Information System (CPIS) at its office in Srinagar.
As the day is marked as International Anti Corruption day , the Director in order to give wide publicity to this programme issued a press release titled: "Agriculture Department observes International Anti-Corruption Day" .
Details available with Early Times reveal that Directorate of Agriculture, Kashmir had organized some training programme on Dec 9th for its officers particularly the Drawing and Disbursing Officers (DDOs) , but to create an impression among masses that Directorate is a corruption free institution and works for promotion of transparency, a press statement was issued by the Directorate wherein a training programme was presented as observance of International Anti Corruption Day.
The fact of the matter is that Director Agriculture Kashmir, on December 9th had inaugurated a training programme on the implementation of Public Finance Management System (PFMS)/ Centralization Personal Information System (CPIS) at Agriculture Complex Lal Mandi Srinagar as a part of ensuring greater transparency in the working of the Department. This was not at all a seminar or a conference to mark International Anti-Corruption day.
"Not even a small banner was put at place stating that function is being organized to observe anti-corruption day. Issuing a press note was just a mockery," said an official of the Agriculture Department.
Even in the press statement there was no mention of importance of "International Anti Corruption Day," even the word corruption was not used. The statement reads as : " The training programme was attended by all the DDOs and dealing assistants of the Agriculture Department. The main purpose of conducting this training programme was to achieve smooth functioning and implementation of Public Finance Management System and to complete the database information of the employees. The Director Agriculture said that the system will prove a game changer in strengthening transparency and accountability at all levels of administration in the Department. He said that it would provide administration real-time information on resource availability and utilization across schemes. He said that main aim of Public Finance Management System is to track fund flow to and within the department on real-time bases and facilitating direct payment to beneficiaries. PFMS is a web-based online system for fund management and e-payments and it provides a financial platform for all the schemes implemented by the Department."
