Jammu, Dec 13: The lackadaisical attitude of the Power Development Department to take prompt action to recover penalty from the suppliers for short supply of materials can be gauged from the fact that the department could realize a fine of mere Rs. 35000/- against an amount of Rs 32 lakh fine that was imposed.
Sources told Early Times that Office of Chief Engineer Procurement and Material Management had cancelled supply order of material of Aluminum Conductor Steel-Reinforced cable (ACSR) Conductors and Steel Tubular Poles valuing Rs 6 Crore during 2010-2014 for short supply of material. "Out of recoverable amount of Rs 32 lakhs from the suppliers as penalty imposed for short supply of materials, the department could recover only Rs 35000 resulting in loss of Rs 31.50 lakh," they said.
They further said that the various materials required for carrying service connections and other works are being procured from this Section. Apart from procurement of materials, tenders are invited for execution of various projects like rectification of hazardous locations by replacing bare aluminum conductor by AB cables, action plan works etc. "The total quantity of materials required are consolidated by the Material Management wing based on the requirement furnished by the filed officers," they said.
They further added that the materials procured at Procurement Section generally are Distribution Transformers & transformer oil, Poles, ACSR Conductors, HT UG Cables, LT UG Cables, AB Cables, Cable accessories, 45 kN Disc Insulators, 11 kV Insulators & Pins, 1.1 kV Insulators & Pins, No.8 Strain Insulators, No. 15 Strain Insulators, SPMT/Double Pole TC Structural materials for transformers, Pole Clamps, Cross Arms, Single Top Supports, G.I. Wire, Guy Wire, Anchor Rods, G.I. Grounding Pipes, DOLO Cutouts, HG Fuse Units, LT Protection Kits, LT Distribution Box, GOS, Lead wires, Bolts and Nuts.
