SRINAGAR, Mar 19: A huge controversy has surfaced at the Agriculture Production Department (APD) after an officer of the department deducted salaries of around 30 employees for no fault of theirs.
The controversy has assumed alarming proportions and it was due to this reason that Director Agriculture Kashmir, Altaf Aijaz Andrabi today dashed to the concerned sub-division and tried his best to motivate the employees whose salaries have been deducted. The employees have raised banner of revolt against the department.
Sources told Early Times that the officer who has ordered for deduction of salaries is very close to the Director Agriculture Kashmir. It was due to this reason that Director Agriculture Kashmir dashed to the office and tried his best to save the skin of his friend.
"Deduction of salary of the employees has come up as a major controversy and the Director wants to defuse the crisis. The officer is posted as Sub Division Agriculture Officer, Beerwah and he has deducted salary of the employees alleging that they failed to implement a scheme with regard to apiculture in the division," said sources.
Sources said that the employees raised hue and cry once they came to know that their salaries have been deducted for no fault of theirs. They said it is criminal since they have not done anything wrong and furthermore, their salaries have been deducted without giving them any chance to defend themselves.
Sources said that the officer in question namely Nazir Ahmad Sheikh was demoted some time back and was transferred to Kangan sub division as subject matter specialist. It was only after the intervention and personal interest of Director Agriculture that the order was revoked by the department.
They said that Director Agriculture ensured that not only the order is revoked but the officer is given the promotion.
Sources said that a game of cat and mouse between the Commissioner Secretary and Secretary with Director Agriculture Kashmir has been going on for lot of time now at the APD. The difference between the two sides has led to a situation where-in the employees are facing the brunt. The employees are tossed like anything and the worst part is that nobody is bothered.
Sources said that Commissioner Secretary and Secretary some time back ensured that a district level officer posted at Kupwara was transferred and posted at the Directorate as an officer to head the information section of the Directorate. However, this did not go well with Director Agriculture Kashmir as he reduced the officer to a mere rubber stamp.
"The information section at the Directorate of Agriculture continues to be looked after by a junior officer who claims to be from media background. The same is an insult to the district level officer and also an insult to the hierarchy in the department. Employee/s having lineage with a particular side is victimized by the other side for no fault of his," said sources.
Sources said that as the Commissioner Secretary and Secretary are retiring on March 31, 2018 and April 30, 2018 respectively, Director Agriculture Kashmir is getting the things done at his own will at least at the Directorate. As such there is complete anarchy with nobody ready to correct the wrongs.
