Early Times Report

Kathua, Apr 22: One day convention of Billawar Zila Andolan was held at Billawar on the issue of creation of Billawar District. Prominent persons from different areas of the proposed district participated. BR Upadhiaya presided over.
Addressing the convention, Hari Chand Jalmeria advocate Convener of Billawar Zila Andolan accused the State Govt. of continuing the age old policy of pursuing discriminatory approach towards Jammu province in the matter of creation of districts. The denial of equality in development amounts to denial of democratic rights, he added. Sheikh Abdulla Govt. created three more districts in Kashmir valley in the year 1978 without reference to any commission. When people in Jammu raised the issue, Wazir Commission was appointed. Its recommendations were kept in cold storage. Ghulam Nabi Azad Govt. created 8 more districts in the state without reference to any commission or any uniform criteria. Districts with very small area and population, were created in the valley ignoring the claim of vast areas in Jammu Province. District Kathua is having large area in length and breadth besides population. The district headquarter is at the south eastern corner adjoining river Ravi and Pakistan. The entire hilly areas of Billawar, Basohli and Bani are far away. People of these areas have to walk and travel long distances to reach district headquarter. For these and other developmental reasons, people have been demanding creation of Billawar District.
