Man found dead in Kashmir day after Govt suspends security operations in Valley

Srinagar, May 17: A young man was tortured and strangulated on the intervening night of Wednesday and Thursday allegedly by militants in Hajin area of Bandipora in north Kashmir, Jammu and Kashmir police said.
Police said that militants abducted Hilal Ahmad Parray from Hajin on Wednesday night. He was later found dead in an apple nursery at a nearby locality.
"In the intervening night of May 16 and 17, three to four Pakistan-based militants assisted by a local militant Saleem Parray affiliated with the outlawed militant organization LeT forcefully barged inside the house of Abdul Rashid Parray at Parrey Mohalla in Hajin and abducted his son Hilal Ahmad Parray," a police spokesman said.
"As per the details provided by Abdul Rashid Parray, it was 11:30pm when militants appeared at their house and one of the militants believed to be Saleem whose face was covered and was speaking Kashmiri took their son Hilal along. Family members had made attempts to resist the abduction but the militants had beaten them ruthlessly and forcibly taken him away," the spokesman said.
The official said Hilal's body was recovered from the nursery at Shakur Din Mohalla in the early hours of Thursday.
"The body of Hilal bore visible torture and strangulation marks. Police have launched an investigation in this case," the spokesman said.
Bandipora's superintendent of police S Zulfikar Azad said that Hilal was a painter by profession and the police were trying to ascertain the motive of his killing.
This is first killing in Kashmir after the Centre on Wednesday asked security forces in Jammu and Kashmir to suspend operations during Ramzan to help Muslims observe the month of fasting in a peaceful environment .The announcement came days after chief minister Mehbooba Mufti chaired an all-party meet and urged the Centre to halt security operations during Ramzan and the ensuing Amarnath Yatra like it had happened at the time of Atal Bihari Vajpayee (November 2000).
The announcement has brought some optimism among common people who want the Centre to take the initiative forward and start dialogue with separatist leaders.
