Illegal appointments under HDF?

Budgam, Aug 10: The Block Medical Officer (BMO) Khansahib who is the custodian of all the records and official documents in his block has denied to share information under RTI Act regarding backdoor appointment of more than 100 persons under hospital development fund (HDF).
The information was sought by some aggrieved persons of Khansahib who allege that no advertisements were made prior to these appointments.
"Why shall the BMO make us to wait for 30 long days ? Information seeker has to wait for 30 days in case information is to be created or collected from other offices , but in this case the information is very much present in BMO's office. We have asked him to provide the same within 4 days and now more than 10 days have passed . The matter is of great public importance and we will now approach State Information Commission (SIC)", said Rubeena Akhtar an aggrieved candidate who is a qualified Female Multipurpose Health Worker (FMPHW)
The aggrieved candidates have filed a complaint before DC Budgam who has directed Chief Medical Officer Budgam (CMO) to intervene. Information seekers have sought following information from BMO Khansahib:
1. Certified list of persons employed by the BMO office under Hospital Development Fund (HDF) d
Follow-up
ring last 2 years & above ( Jan 2016 to July 2018). Their name , address and educational qualification ?
2. Details of funds / revenue collected on account of HDF in block Khansahib (all PHC) and SDH Khansahib) & its Utilization in an excel format . Give year wise details from last 5 years (March 2013 to July 2018)
3. Copy of Govt order or circular wherein Government has approved to employ/ engage people in Govt hospitals and subsequently paid wages under Hospital Development Fund (HDF)?
4. What is the criteria evolved to engage people under HDF ? Provide copies of advertisements made if any in this behalf
As reported already in a brazen violation of the recruitment rules and also without the approval of the competent authorities / state government more than 100 persons have allegedly been appointed under the Hospital Development Fund (HDF) in Khansahib medical block during last 6 months. Sources say neither any interview nor any written test was conducted while making these appointments.
The HDF appointments are made in complete violation and disregard of the Government Order No. 954 HME of 2000 Dated: 21-12-2000 and Government Order No. 150-HME of 2005 Dated: 15-3-2005, which make it clear that the HDF has no scope for employing or engaging people.
