Guv's advisor calls for scanning of orders issued in recent past

SRINAGAR, Aug 16: Despite being removed as Commissioner Secretary, Agriculture Production Department Muhammad Mehraj-ud-din Khan continues to hold his chair. Although, his transfer order from Agriculture to ARI & Trainings was issued on 11-8-2018, Khan has been issuing orders in his earlier department and in fact is yet to shift to his new assignment.
"In the interest of administration it is ordered that Shri Ajay Sharma, I/C SMS-III, Baramulla is hereby transferred and posted as I/C SMS-III (SDL) Basohli, against an available vacancy, with immediate effect," reads the government order number 231-Agri of 2018 dated 13-08-2018. The order has been issued by former Commissioner Secretary, Agriculture Production Department.
Khan issued yet another order on the same date (13-08-2018). It was issued as corrigendum to government order number 145-Agri of 2018 dated 29-05-2018. The order relates to transfer and posting of Field Assistants/Surveyor-I.
"Please read "till further orders" instead of period of six (06) months appearing in the 3rd line of Government Order No.145-Agri of 2018 dated 29/05/2018 issued under endorsement No. Agri/CAD/01/2018 dated 29/05/2018," reads the order issued on 13-08-2018.
At the same time uncertainty surrounds the future of officers and officials serving in the Department of Agriculture and the allied branches who have been transferred in the recent past as these orders have come under a scanner.
Sources told Early Times that Khurshid Ahmad Ganai, advisor to Governor Narendra Nath Vohra has asked the concerned officers to prepare a list of the orders that have been issued in the Department of Agriculture and its allied branches ever since the Governor's Rile has been imposed in Jammu & Kashmir.
"The orders that have been issued over the past couple of months have come under a cloud and a controversy has been generated over many such orders. The advisor while taking a strong note of this disturbing development has asked the concerned officers to provide the complete details in this regard," said sources.
Sources said that directions have been issued to the officers heading departments and brancheslike Agriculture, Sericulture and Horticulture. They said that similar instructions have been given to the Vice-Chancellors of Sher-I-Kashmir University of Agriculture Sciences & Technology (SKUAST) Kashmir and SKUAST Jammu.
"It has been decided to have a bird's eye view of all the orders in order to check the authenticity of these orders. Once the orders are found to be genuine and issued without any favour these would be implemented in total. On the other hand the in-genuine orders would be nullified and treated as cancelled," said sources.
It would be in place to mention here that many orders issued by the Department of Agriculture and its allied branches have been doubted since allegations came to the fore after the money factor was involved in the issuance of same.
