Jammu, Sept 7: Arrested by the Crime Branch allegedly for fudging his date of birth in his service records, Commissioner Secretary to the Government, ARI and Trainings, Mohammad Mehraj-ud-Din Khan had started his career as a Village Level Worker (VLW) in the Rural Development Department.
Arrested a week ago and still on remand, Khan keeping aside Public Service Commission (PSC) managed selection grade in his favour as an Executive Engineer, Rural Engineering Wing (REW), of RDD through backdoor.
Well-placed sources in top bureaucracy informed Early Times that in 2002 without any confirmation from PSC, he got selection grade from RDD in an ambiguous manner.
"On September 24, 2002, Principal Secretary to Government, RDD granted selection grade in favour of Mehraj-ud-Din Khan, ass Executive Engineer, RDD, Kargil under government order 185(A) RD of 200", sources said, adding that the promotion was granted in favour in total violation of rules.
"In the interest of administration and after having the completion of 10 years service in the grade of Rs 10,000-15200, sanction is hereby accorded to grant of selection grade in favour of Mohammad Mehraj-ud-din Khan, Rs 12,000- Rs 16,500 on the strength of technical quota of CD and NES. Service with effect from January 1, 1997 subject to condition that the officer is not entailed to draw the arrears", documents available with Early Times read.
Sources said after his initial appointment as VLW in 1981, and after re-organisation of RDD, Khan was elevated to post of Assistant Engineer. "Another promotion was granted to him in 1992 as Executive Engineer", sources said, adding that after his 10 years services, the government granted selection grade in his favour.
Sources said that after serving J&K State Procurement Supplies and Marketing Agency, subsidiary of RDD, for over a decade as Chief Executive Officer, he used his political connections and become Commissioner Secretary and served various departments.
