Is demilitarisation of Kashmir feasible?

If Hurriyat (M) Chairman, Molvi Umar Farooq, is worried about human rights violations in Kashmir he should have realized that since 1989-1990 these rights violations have taken place in the valley because of the rise of Pakistan sponsored insurgency. Has any rights violations taken place in Kashmir prior to 1989. Never in the history of Kashmir except for those who invaded Kashmir from the ancient past. How is demilitarization possible? It is not possible in the context of daily armed encounters between the militants and the security forces. It is beyond India's domain to remove Army since groups of militants keep on crossing into Kashmir with the help of the Pak Army and India is fighting a war within Kashmir and hence there is no scope for abrogation of what Maulana calls black laws. By black laws he means Armed forces Special Powers Act and the Ministry of Defence and the top functionaries of the Army do not want the AFSPA to get repealed because in that case no Army personnel can work in Kashmir.
Hurriyat (M) chairman Mirwaiz Umar Farooq has said repealing of "black laws" and demilitarization will help improve the current situation in the Valley. How is the Maulana so confident that if demilitarization is carried out the security scenario would experience improvement? It seems to be an impossible agenda when militants continue to raise the level of incidents of violence. When the proposed ULB and Panchayat polls are round the corner demilitarization may prove counter productive an d allow separatists and militants to create large scale disturbances to ensure poor polling Mirwaiz has said the Government of India should remove bunkers, barricade and watchtowers to improve the situation on the ground.
He has said coercion, repression, arrogance or military might have never succeeded in suppressing voices of Kashmiri populace, which is evident from the fact that third generation of Kashmiris was on roads fighting for right to self-determination.
"Peoples just political movements across the globe aren't suppressed by the might of power and neither will ours," he said adding, "Kashmir dispute has to be resolved politically in keeping with peoples will and choice by granting them their inalienable right to self-determination". Well Mirwaiz should know it better than anybody else that India has been always ready for political and peaceful settlement of the Kashmir dispute but Pakistan continues to adopt rigid postures.
