Trifurcation of J&K is must

The subjects of the state of Jammu and Kashmir were stunned to note from the story carried out by this esteemed daily (widely circulated in every nook and corner of the state) on September 11 about the trifurcation of J&K state into three Union Territories of the Union Government based upon the reliable inputs from the PMO New Delhi in a month or so. We should read between the lines that we are heading towards trifurcation of the state because of the fact that the valley centric political parties and their leaders are not serious in keeping all the regions of the state Ladakh, Kashmir and Jammu together as one unit only. Over the decades, Kashmir region maintained the edge over other two regions Ladakh and Jammu and the valley centric leaders and Rulers of the time always maltreated Jammuites and Ladhakhis thereby treating them as the second class citizens of the state. There was no fault of Jammuites and Ladakhis but their so called leaders especially BJP acted as their slaves and compromised with the Kashmiri leaders for their vested interests.
People of Jammu and Ladakh Regions became very happy on this score but the Kashmiri leaders remained tight lipped and have not gave their reactions over this story as yet. Ladakhis are already demanding UT Status for LADAKH and it was very much on the BJP Agenda. Their, this demand is very genuine and pending since long before the Union Government. Ladakhis had strengthened the hands of PM Narender Modi during the last general elections in 2014 and now they want to see their dreams achieved by exerting due and just genuine pressure on the Prime Minister of the country to accede to their genuine demand of UT. Giving a chance to the BJP led National Government, they took a wise decision in totality for achieving their goal of acquiring UT Status for Ladakh. While giving their mandate in Assembly elections, they thought proper to support the Indian National Congress for raising their local issues in the Legislative Assembly and for their logical conclusion. Since Independence, Leh and Kargil areas and its subjects were at the helm of affairs of Indian National Congress. No Political Party in the State was serious about them.
In the J&K Assembly elections-2014, people of the Jammu region gave BJP the massive mandate to project their problems faithfully in the corridors of powers but painfully, it is submitted that BJP has failed like anything in all the fronts after coming to power in coalition with the Kashmir centric party - PDP. It is totally unfortunate resulting which the demand for an independent "STATE HOOD" for "JAMMU" has cropped up drastically in the entire length and breadth of the Jammu Division. All over Jammu Division, a sort of law lessness and the unrest is prevailing at the moment as the people of the Jammu region are on the streets and are holding the protest demonstrations under the banner of National Panthers Party/ JWAM almost everyday against the State Government. According to them, a separate "JAMMU STATEHOOD" is the only solution to their main problem of discrimination which will be considered as the "Panacea for all the diseases" which at present they are facing in the unit one state i.e. Jammu and Kashmir.
Pertinent to mention here that in the past the successive governments in the state had appointed the various Commissions for studying the levels of discrimination with Jammu specifically and after having studied the various aspects of discrimination with Jammu by the Kashmiri Rulers of the state and they submitted their reports to the State Governments for implementing their recommendations for the redressal of the grievances of the people of Jammu/ Ladakh regions as a whole. But all in vain, rather the State Governments of the past put these reports in the dustbins in the Civil Secretariat without caring for the repercussions on this score. No doubt, the elections conducted in 2014 to the Jammu and Kashmir Assembly were the free and the fairest elections conducted by the Chief Election Commissioner of India so far after its accession to Indian Union. In these elections, people of the Jammu and Kashmir voted in favour of the Political Parties / Individuals as per their choice without any fear. Region wise polarization was made. In the valley the people at large had given the all out support to the People's Democratic Party (PDP) which once in collaborations with Indian National Congress governed the state of Jammu and Kashmir for three years. Elections to the 16th LOK SABHA were held and in these elections, three MPs seats each were bagged by BJP and PDP. Leh, Jammu Rajouri, Poonch and Udhampur / Doda were bagged by BJP and whereas the rest three seats -Anantnag, Baramulla and Srinagar seats gone into the pocket of PDP. Later the Srinagar LS seat was bagged by Dr. Farooq Abdullah of NC after the resignation of Tariq Hamid Qarra of PDP.
While going through the story carried by this esteemed paper, it is believed that the trifurcation of the state of Jammu and Kashmir is very much on the cards of Union Government and some concrete thinking is prevailing in the PMO, New Delhi in this regard. The Union Government is thinking for granting UT Status to LADAKH. Due to the Large scale polarization as was evident from the Assembly Elections in J&K that Jammu Region would not be convinced at all to be governed under undue dominance of Kashmir Region politicians. Therefore, Jammu region will substantiate its claim for a full fledged state, Whereas Kashmir region be declared as the Union Territory like Ladakh under the Union of India. By granting UT status to LADAKH, the importance of Article - 370 and Article 35 A would be minimized to the large extent . Much has been debated on this Article since more than six decades and the same has not made to halt at this stage and it is still on. It remained controversial throughout i.e. from the date (s) when the proposed provision on this score were debated in the Constituent Assembly to as on date when it is being practiced in the right earnest. Two school of thoughts are there, one is for retaining this Article as it is intact and the other one is for its Abrogation as early as possible. Both the school of thoughts have used and practiced this Article in their own ways and made the People at large totally confused about the very meaning of this Article. They went on doing whatever could be useful for them or local consumption. The Politicians at large made the fun of the spirit behind for keeping this provision in the Indian Constitution .
Jammu Region has a strong weightage in claiming the 'Full Fledged State' status because of the valid reasoning that its resources are numerous ones based upon which the Kashmiri Rulers have governed the state in the past seventy years as per their sweet wishes at the cost of the Jammuites and whereas the Kashmir Region has no other potential except 'Tourism' only which too had been affected drastically after 1987 and as such it won't be a viable unit resulting which it would have to depend upon the GOI's financial assistance always. That is why instead of statehood, it can be considered as the Union Territory under Indian Union like Ladakh which too has no earnings at all ? These days because of the inactions of BJP , a political vacuum is there to represent the Jammuites Its demand for the separate state for Jammu is justified as it is considered as the "Panacea for the all the diseases" ailed Jammu region. Based upon the above mentioned lines of this article , the demand for the separate STATE HOOD for JAMMU is totally justified very much. If Telangana ( From Andhra Pradesh ) Utrakhand ( From UP) Chhatisgarh ( from Bihar ) can be made as the full fledged Independent states of the Indian Union, then why JAMMU CAN'T ? Being part of the Coalition Government in the state of Jammu and Kashmir led by the Chief Minster Mufti Mohmmed Sayeed in 2015 and after his sudden death his daughter Mehbooba Mufti in 2016, BJP proved as a total failure in defending the cause of the Jammuitesand for not getting the recommendations of the various Commissions implemented e.g. Gajendergadkar Commission, Sikri Commission, Rangarajan Panel etc. Taking their recommendations otherwise, Governments in the state in the past move swiftly in discriminating Jammu more and more detrimental to the cause of Jammuites .
Not only this , BJP (whose base was erstwhile Jan Sangh / RSS) which always exploited the Jammuites for their petty interests and without caring for their ( Jammuites ) welfare and benefits, its leadership and the Cabinet Ministers in the present Coalition Government in the state led by the Chief Minster Mehbooba Mufti continued to side with the Kashmiri Rulers and at the cost of Jammuites accepted their leadership just for the lust of power and treated themselves as the subordinates of the Ministers from the other side. This is totally shameless on their part.
Jammu region was always discriminated at the hands of the Kashmiri Rules from time to time which is a bad luck for the people living there in. Jammu has not achieved anything so easy and if achieved something, that too with the hard struggle indeed. For getting the benefits by the people of the Jammu region under the parliamentary democracy, is not so easy from the State Government but on the contrary the State Government continued to please the militants and their outfits as also to follow the appeasement policy of the state for appeasing the militants. This is a very serious matter which need to be probed thoroughly by the GOI.
No doubt , NPP is not in power but one thing is certain that they are playing their roles effectively in raising all the issues of the public importance relating to Jammuites particularly in the right earnest resulting which they have broken the citadel of BJP as the people at large part their ways from BJP.
By doing trifurcation of J&K into three units- 1.Jammu Region as a 'Full Fledged State'2. Kashmir as Union Territory and 3. Ladakh as Union Territory, there would be a total normalcy and all the antinational activities in the valley shall come to end once for all making the way for overall development of the region as a whole and on the contrary there would not be pro Azadi slogans, pro Pak / ISI crying and Islamism and what not. To manage the state of affairs, one Governor would be sufficient to govern these newly created legal units under the Indian Union. We are having our own Constitution besides the Indian Constitution. With all these creations as the the separate legal entities under the Indian Constitution, the Kashmir centric political leaders would be confined to the minimum areas of the ten Districts of the valley whose total population is to the order of 75 Lakhs approx and as per the changed circumstances due to these vreations , they would be required to play the minimum role to play. When we account for this figure of population of the valley in the larger perspective of the country's population amounting to more than 133 Crores, it comes to less than 1% only.
In view of all this, Kashmir centric leaders would be reduced to the negligible level and subsequently 'II die on their own resulting which innocent Kashmiri masses would be having a sigh of relief for ever. Kashmir centric leaders practiced these Articles thereby seeing the situation prevailing in the state from time to time and got the returns as per their wants.. This was used by them as an instrument for achieving their narrow ends which were detrimental to the very interests of the country. These days lot of debate is going on over Article 35A of the Indian Constitution and the matter is sub judice before the Apex Court of the country for final adjudication. The National Conference, PDP, CPI(M), Hurriyat Group and the Separatists are out in the field and are exploiting the Kashmiri masses against the Union Government as also applying the pressures on the lordships of the Apex Court, political circles believed. They are crying before the Union Government for making its clear over this Article and are pleading for the retention of this Article as it is under the Indian Constitution since 1954.
