Transfers made in violation of circulars at ULBK, enquiry reports not yet submitted

SRINAGAR, Oct 21: Executive Officers of Urban Local Bodies Kashmir (ULBK) have no authority to transfer its employees from one place to another, but many transfers were made allegedly in violation of rules and circulars some months back.
The ULBK have given lenience to some of its lower rank officials who were earlier directed not to go against the rules, circulars and orders that were issued from the department concerned, but that has not been implemented in letter and spirit.
A circular vide no: DULB/A/1900/2284-2328 Dated 21-05-2013, said that the EOs of some Municipal institutions have relieved officials of their institutions to other MCs/Committees without having jurisdiction/competence to do so, which amounts to grave negligence and sheer violation of Law/Rules of part of the concerned EOs and, sources quoting the circular said.
Sources said that, despite bringing some changes in the department concerned, the officials at various MCs are still enjoying the powers upon which they were directed by the higher officials not to violate the rules that will defame the department at large.
For an instance, the Administrator MC Leh of Ladakh division relieved its employee on 6-2-2018 vide no: MCL/P/2018/2328-31 Dated 5-2-2018.
The order said, "as per the telephonic conversation held with Director, ULBK Srinagar, (name with held) of this office is hereby relieved today on 6-2-2018 FN".
The order said that the employee is directed to report the office of the Executive Officer MC Pulwama for further duties, adding the service book and LPC of the official are enclosed for further information and necessary action.
Another type of transfer/relieving order was issued by the EO, MC Pahalgam vide no: MC/PGM/17/2889-95 Dated 5-2-2018.
The order said, "in pursuance of directions of worthy director ULBK on the basis of health grounds, another employee (name with held) is hereby relieved today on 5-2-2018 and is directed to report MC Awantipora for further duties, adding the LPC and service book will be followed separately."
However sources further said that in May 2018 many transfers were made in different Municipal Committees and Councils of state.
Many times in the recent past, the department had constituted an enquiry teams to produce the facts and figures about some corrupt officials/employees whatsoever, but the enquiry report was never submitted to the department concerned, sources told ET.
They said that some top officials got retired on 30/5/2018 and prior to their retirement, some employees were either detached or attached from and to the Directorate of ULBK, and no enquiry report was submitted against the persons.
There are many persons who were earlier suspended or detached following the charges of corruptions and bungling of funds in their respective MCs, but they were transferred from one place to another place in Kashmir division, sources told early times.
