HC seeks Central Govt's response to setting up of drug de-addiction centres in J&K

SRINAGAR, Nov 1: Terming as unfortunate that no policy on "critical issue" on Drug De-addiction has been framed till date in Jammu and Kashmir, the high court has directed government of India to respond to the proposal of state regarding the setting up of the drug de-addiction centres in the state.
Hearing a Public Interest Litigation, a division bench of the court has directed government of India to examine the issue in terms of court's order on April 4 and file response within four weeks.
The direction was passed by the court after perusal of a status report filed by the principal secretary to government H&ME department, revealing that the government has constituted a committee to draft a drug de-addiction policy for the State which is consisting of 19 members.
"To say the least, it is unfortunate that despite the matter is pending for the last 13 years, even a policy on a critical issue on Drug De-addiction has not been framed till date," the court said.
To the submissions by Sr. AAG that the State government is seeking allocation of funds from the Central in this regard, the court said, "We fail to understand as to what funds are required to frame the policy on Drug De-addiction? In the absence of a drug de-addiction policy, there cannot be any projection with regard to the manner in which the project would be conceptualized, including the geographical distribution and location of the de-addiction centers."
The court said that urgent steps are required to be taken on this extremely serious matter.
"The Government of India shall examine the issue in terms of order dated 4-4-18 passed by this court and file response within four weeks," the court added.
On April 4 the court had directed Joint Secretary, (J&K Affairs), Ministry of Home Affairs New Delhi, to inform it about the steps taken to curb the menace of Drug Addiction and providing of Drug De-addiction Centers in the State. The division bench had added the Joint Secretary as party respondent in the case.
