Violation of MCC: In Jammu Division 1 DC, 3 ACDs posted in home districts

Jammu, Nov 1: Yet another instance of violation of the Model Code of Conduct (MCC) has come to the fore, as four district officers including a Deputy Commissioner and Assistant Commissioner Development are still posted in their home district.
Deputy Commissioner, Kathua, Rohit Khajuria, who is from Billawar of the district, is serving in the same district. He has been caught in controversies related to 'development' taking place in Kathua from the day he took over as the DC, said sources.
They said three ACDs including two in Chenab valley and one in Poonch are still posted in their home districts.
"ACD Doda Angrez Singh, ACD Kishtwar Anil Kumar and ACD Poonch Mukhtar Ahmed are based in their respective home towns", sources said.
They raised questions over the functioning of Chief Electoral Officer, J&K Shaleen Kabra, and said that some political parties in the state have made mockery of the MCC.
"Recently, Rural Development Department released funds for financial years 2018-19 in violation of the MCC. Did the CEO act against them officials responsible for the violation?" they asked, adding that in another violation of MCC, 'Saubhagya Raths' were flagged off in various part of the state.
Expressing concern over misuse of state machinery by the BJP, senior Congress leader and former minister Sham Lal Sharma said that the BJP, since it came to power, has made all the institutions defunct.
"It is very shameful what they had promised and what they delivered. All the institutions run by government have become subsidiary of the BJP", Sharma said and added that BJP in the country is using CBI, RBI, ECI and other institutions like "private limited country".
"If it (violation of MCC) had happened in the Congress rule, they would be seen shouting on the streets. Since they are running the nation, they feel privileged, but it is not possible to make public fool any more", he added.
Chairman JKNPP and former minister Harsh Dev Singh, who is camping in New Delhi to protest in favour of dissolving state assembly, said delay on the part of the BJP to dissolve state assembly "speaks volumes what is cooking behind the vial."
"Since the entire machinery is under BJP's control, they have forgotten that what they are doing", Singh said and added that "let the time come people will teach them." He said that there are several example of violation of MCC, as the BJP has "actually given freehand to officers to achieve its target."
