Construction of 7 hostel buildings under PMDP stopped
JKHB further sublets, private firm abandons project

Jammu, Nov 13: Despite releasing of Rs 10 crore sanctioned under Prime Ministers Development Package (PMDP) to Housing Board for the construction of seven girls' hostels across the State, around one and half year ago by the then Minister for Education, the construction work has been stopped for the reasons best known to the Housing Board only.
According to sources, in the month of May of 2017, Minister for Education, Syed Mohammad Altaf Bukhari released Rs 10 crore sanctioned under Prime Ministers Development Package (PMDP) as mobilization advance to Housing Board for the construction of seven girls' hostels across the State and the State Housing Board further sublet the construction work to BB Infra Pvt Ltd-a private Construction Company.
The hostels are to be constructed at GDC Paloura, Jammu and GDC Bemina, Srinagar at an estimated cost of Rs 12.5 crore each. At GDC Thathri, GDC Rajouri, Women's GDC Kupwara, Women's GDC Pulwama and GDC Kargil, the hostels will be constructed at the cost of Rs 5 crore each and total estimated cost of the project is Rs 50 crore.
If sources are to be believed, first installment has been released to the State Housing Board for the construction of these hostel buildings who further sublet the construction work to BB Infra Pvt Ltd but the work was stopped only after two to three months.
Sources further stated that the State Housing Board transferred the funds for the construction to the private company but the company has abandoned the project just after completion of half of the plinth of the buildings.
Sources in the Higher Education Department said that in GDC Paloura, only some portion of the plinth was constructed after which the construction was suddenly stopped by the construction company (subtenant).
Sources further claimed that construction of hostel building for PG College Rajouri has also been stopped by the said construction company without any communication.
"Several communications have been made by the principals of the colleges to the Housing Board for resuming the construction as second installment of the project has also been received by the colleges", said a source adding that but still the construction work has not been resumed.
