Srinagar, Nov 16: Valley's one of the important Government run college also known as Govt Degree College (GDC) Bemina is in bad shape as the authorities are not able to run the institution smoothly and efficiently.
Sources revealed that college needs massive reforms as the mess in the institution is directly affecting the career of hundreds of students. The purchase and development committees which should be headed by heads of the departments and senior ranking professors is being taken care by junior teachers of the institution.
Details available with Early Times reveal that Principal of Degree College Bemina is running college through their own will and wish. It is alleged that Principal has made some junior college teachers as conveners of some important committees including the purchase committee and development committee.
"Principal is bypassing the heads of departments (HODs) or senior teachers which has lead to chaos not only in the developmental activities in the college but badly affected the academics. The administrative department on the other hand has categorically instructed the principals to follow all the college business through college committees whose convener should be the senior most faculty of the college and sanctity of these committees should be maintained at all costs," said a college teacher (name withheld)
A circular of Civil Secretariat Higher Education department issued vide No HE/Gen/Cir/2011 dated 14-09-2011 mentions that no Principal will appoint Convener of any committee below the rank of Associate Professor. But in spite of these clear cut instructions , several Principals of Govt degree colleges in Kashmir including Principal GDC Bemina is appointing junior teachers even with a few months service in the college as conveners of different committees thereby violating the directions of administrative department.
"The reason is obvious that they are having vested interests and feel uneasy with the senior staff and avoid their scrutiny. The conveners, coordinators etc of committees are unilaterally selected by the principals which is sheer nepotism and one of the way to indulge into corrupt practices. A person with a few year's service is the convener of college development committee and NAAC in a college. Senior teachers do not deny the acceptance of any assignment. The Principal is not ready to take senior staff members on board, this is nothing but mis-governance " said a senior officer in Higher Education Department Civil Secretariat Jammu
The head of department (HOD) in a college is the senior most faculty in a department recognized by the administrative department but the principal's in many degree colleges including DGC Bemina say that HODs have no role to play in any issue of the college. A circular HE-coll/NGK/GN/Cir/2016 dated 29-03-2016 instructs principals to recommend APRs of the non-teaching under their department but the same APRs are being looked after by the college Head Clerks. How can a college Head Clerk initiate the APR of a laboratory bearer/assistant when he works directly under the control of HOD ? The HODs have been reduced to small entities and teachers who have to proceed for leave directly apply or send the leave to the principal. The students who find teacher absent in the classroom move enmass to the HOD to enquire about the absence of the teacher in the classroom and the HOD has to cut a sorry figure as he has no knowledge about the whereabouts of the professor. This has set in a chaos in the classroom and that of the whole academics at the college level.
Being a coeducation institution there were reports from Bemina Degree college this year about several immoral activities haven taken place. The immodesty, indecency and the vulgarity of boys and girls in the college have crossed all limits. Outsiders are entering the campus, making rounds inside the college, some are teasing the girls and some are inciting the students for activities like stone pelting and protests against authorities etc.
