Early Times Report
JAMMU, Nov 17: Lawlessness in Rural Development Department (RDD) could be gauged from the fact that initially appointed class-IV employes, some of them 'miraculously' reached to post of assistant commissioner development (ACD) block development officer (BDO) and Assistant Engineer (AE) on the basis of fake degrees.
Sources in Civil Secretariat informed Early Times that on the basis of 'fake' obtained through unrecognized study centre (institutes) by the state government, some officials who initially appointed as class-IV have reached to post of deputy secretary, and if the matter remained un-noticed, they further will to post of special secretary too.
"An officer to rank of deputy secretary and has served ACD in two district of Jammu division, was initially appointed as Village Level Work, but he made his fortune by manipulating established rules, he has been jumping further steps of progress", they said and added that despite being tainted for his malpractice, while discharging his duties, also being in SVO's net once again he managed safe passage and got shifted to another department.
They further said that another official who made his fortune, by following footstep of his fellow in the same department, too reached to post of BDO. "Since the day, the official, promoted as BDO is sitting in Jammu district and interestingly blessed by top bosses, he also held additional charge of other block as well", they said.
Source further said that the in RDD using same modus operandi atleast two dozens of officials on the basis of 'fake' degrees got promoted. "Another official, presently Assistant Engineer, posted in district Rajouri completed his journey from work supervisor to AE that too on the basis of fake degrees", sources said and added that none of the above said 'class-IV' turned officers applied for education leave while pursuing their degrees from respective institutes.
Sources appealed Governor, Satya Pal Malik, who went tough against black sheep, to constitute high level committee to verify degrees and certificates obtained by RDD officials during services. "The Governor, should also overhaul, of Rural Development and Panchyati Raj department from secretariat, from where these people are getting immunity", they added.
