Resurfacing of Al Badar calls for upgrading security grid

Another militant outfit, Al Badar, it was alive and kicking between 1990-1997, has appeared in Kashmir. Now the number of militant outfits have gone up to more than 10 and those that merit attention are Lashkar-i-Toiba, Hizbul Mujahideen, Jaish-e-Mohammad and Al Badar and those belonging to Al Badar operate in south Kashmir. And the two militants belonging to the Al-Badar outfit were killed in a gunfight with security forces in Shopian district of Jammu and Kashmir. Based on a credible input about the presence of militants, a cordon and search operation was launched by security forces at the crack of dawn in Rebban area of Zainapora in the south Kashmir district,. As the search operation was going on, the search party was fired upon by the hiding militants. The fire was retaliated leading to an encounter in which two militants were killed.
Al Badar has resurfaced after 11 years and its job is to recruit the educated youth in Kashmir who are physically fit and are given arms training in arms training caps being set up in hilly areas. And reports indicate that Al Badar militants have tasked to abduct those who youth who are not willing to join militancy. And during the last three days five boys have been abducted and three of them have been killed. And the Army Chief, Gen. Bipin Rawat, had appealed to parents to recall their wards from militancy but most of the parents have not responded on the plea that their wards can be in danger once they refuse to join any militant outfit. Gen. Rawat has indicated that either the boys should give up militancy or remain prepared to face the bullets from the security forces. Besides this the parents of those boys who have joined militancy have been indoctrinated and are brain washed.
Al Badar is led by Bakht Zameen Khan an Afghan war veteran has plans of infiltrating from across the LoC and from the IB to escalate the level of violence. There are about 600 militants waiting on the launch pads across some sectors on the LoC and on the IB and Al Badar forms the main team. Pakistan Government had banned some militant outfit but again those banned have resurfaced with tactical support from the Pakistan Army and the ISI. One such was Al Badar because of its links with Afghan terrorists. Once the resurfacing of Al Badar could further derail peace in Kashmir and throw up fresh incidents of violence including kidnapping of boys and throwing handgrenades and bombs on the Army units or the police stations. This way resurfacing of Al Badar is an ill omen for the Government of India and the security forces and this calls for upgrading of the entire security grind within the valley and on the LoC.
