Rs 1.50 cr spent, but truck terminal at Doda still incomplete

Jammu, Nov 21: The faulty Detailed Project Report (DPR) prepared by Urban Local Bodies for the construction of truck terminal building at Doda has badly affected the project even after Rs 1.50 crore has been spent on it so far.
Sources told Early Times that the commencement of work without proper site survey at time of preparation of DPR and before commencement of work for construction of the truck terminal resulted in delay in completion of work despite expenditure of Rs 1.50 crore and doubling of its cost to Rs 3.20 crore.
"A project for construction of truck terminal building at Doda was sanctioned in 2011-12 for providing separate parking space for trucks and tippers and loading/ unloading of goods. The ULB Division-II Jammu got prepared the DPR for geo-technical and architectural design, for an estimated cost of Rs 1.60 crore which was accorded administrative approval.
Sources said the amount of Rs 1.60 crore was released during 2012 to 2016 by the ULB Jammu for construction to the executing agency with completion period of nine months. During execution, the site of the building was shifted to lower contours due to which quantities of various items of work like earthwork, concrete and back filling of earth got increased and work up to only roof level could be completed after spending Rs 1.50 crore.
Sources further informed that the division submitted revised DPR at the cost of Rs 3.20 crore which had not been approved and the work stands held up resulting in non-completion of building despite incurring expenditure of Rs 1.50 crore.
It was observed that the detailed structural drawings was not prepared before preparation of the DPR and the existing road width was assumed as 10 metres instead of 3.50 metres which resulted in shifting of main building by 8.900 metres towards lower contour level, resulting in increase in the quantities of various items of work.
