Parties made an attempt to gain power rather than to form

Jammu, Nov 21: Just three days after Early Times reported that Jammu and Kashmir's Legislative Assembly would be dissolved, the Governor Satya Pal Malik on Wednesday evening issued a formal order to dissolve the state assembly, thus vindicating the ET report.
The Governor's office received letters from different political groups- staking claim for the formation of the government. As PDP shot the letter to Governor, seeking his appointment so that the party with the support of Congress and NC could form the government, PC's Sajad Lone joined the chorus too, shooting another letter, claiming that he too can form the government in JK.
Meanwhile, technically, the Governor's office didn't receive any representation from the duo as Fax machine at Raj Bhavan went out of order and couldn't receive any letter from the PDP or from PC.
Tech savvy Sajad Lone, meanwhile, discovered a lofty route as he scanned the letter and sent it to Governor's Personal Assistant via WhatsApp. The status has shown that same has been seen by the recipient.
It may be recalled that the BJP toppled the government in the state and took away support from its coalition partner PDP on June 19 when leaders of the former congregated at New Delhi and announced withdrawal of support in a press conference. State of Jammu and Kashmir came under Governor's rule the next day- June 20, this year. Since then, speculations were rife that various political groups are holding insidious talks with the BJP to form the government. Amongst them was the rebel group of the PDP led by Imran Ansari and his uncle Abid Ansari. There were also couple of MLCs of the party who publicly announced their support to the rebel group.
Imran Ansari had time and again claimed that there are chances of the BJP and his rebel group forming the government once again in the state and that he has the support of at least 23 PDP legislators. The total strength of the PDP in the lower house of the state is 27.
Meanwhile, as dissolution of the state assembly has finally happened, the attempts of the various political groups including the BJP and the PDP to form the government have failed miserably and the central government too seems to have understood that it no point keeping the state legislature in limbo.
After the Assembly was dissolved the Governor's office issued a statement citing the reasons for dissolving the Assembly. "The impossibility of forming a stable government by the coming together of political parties with opposing political ideologies including some which have been demanding dissolution of the Assembly; whereas the experience of the past few years shows that with the fractured mandate that is there in the Assembly, it is not possible to form a stable government comprising of like minded parties. The coming together of such parties in a grouping is nothing but an attempt to gain power rather than to form a responsive government," the statement said.
It said, "Reports of extensive horse trading and possible exchange of money in order to secure the support of legislators belonging to widely diverging political ideologies just to be able to form a government. Such activities are not healthy for democracy and vitiate the political process."
"Serious doubts about the longevity of any such arrangement where there are competing claims of majority. The fragile security scenario in the state of Jammu and Kashmir where there is a need to have a stable and supportive environment for security forces which are engaged in extensive anti- militancy operations and are gradually gaining control over the security situation. The Governor came to the conclusion that, in this background, he has satisfied himself that the best course of action is to dissolve the assembly so as to provide stability and security to the state and hold elections at an appropriate time so that a government with a clear mandate is duly formed," the statement added.
