Resource mobilisation may be essence of new budget proposals

Tax evasion, resources mobilization and implementation of the plan and non-plan funds could be the essence of the state Budget for the year 2019-20. Already the exercise has begun in the formation of the budget proposals. Well since the state is placed under the Governor's rule and is likely to be under the President's rule the centre does not want to disappoint people by imposing new taxes The Finance department has formally set into motion the process for preparation of the State Budget 2019-20 by holding the first intra-departmental consultation regarding resource mobilization. Principal Secretary Finance, Navin K Choudhary chaired a high-level meeting with the senior officers of the Finance Department at Civil Secretariat the other day in this regard.
Commissioner, State Taxes Department, M Raju, Commissioner Excise, Talat Parvez, Director General Funds Organization, J&K, K K Gupta, Director Finance (Budget), Imtiyaz Ahmad, Additional Commissioner, State Taxes Department, P K Bhat, Additional Commissioner, State Taxes Department Jammu, Shahid Saleem and other senior officers of various wings of the Finance Department were present at the meeting.
This was the first meeting of a series of intra and inter-departmental pre-budget consultations to be convened by the Principal Secretary Finance to finalize the budget proposals for the next fiscal. The entire exercise of department-wise pre-budget consultations is likely to be completed by the end of next month. Navin took a holistic review of the revenue realization targets achieved for the current financial year and the estimates for the next fiscal. He called for putting in place a comprehensive mechanism to prevent misuse of tax exemptions and incentives to the disadvantage of the State.
Navin said the endeavor of the Governor's Administration is to facilitate industrial activity, businesses and trade and boost local production to prevent draining out of resources. Resources mobilization would be the main feature of the next year's budget.
Already the people of Jammu and Kashmir have been burdened by successive state Government which had imposed fresh taxes and the centre was holding the next Lok Sabha elections and may not impose heavy taxes. Though six Lok Sabha seats from Jammu and Kashmir may not turn the tide either against the Congress or against the BJP. But the importance of these six seats in view of the Kashmir issue cannot be disputed. This way the proposed budget may have a light tax burden so that people feel that the central rule is better than the elected Governments. One such reform is to be carried out in the Department of electricity where people bank on stealing power and in leage with some linemen pay less the electricity charges. Already the state is troubled by severe shortage of electricity calling for prolonged power shutdown. The situation may worsen with the onset of the winter which brings down the level of rivers flowing in the state and hence the centre may help the state in reducing power breakdowns.
