The Election Commis
sion of India (ECI) is presently working these days in preparing the ins and outs strategies for conducting of the next Assembly elections in the state of Jammu and Kashmir. The conducting of the elections in J&K became necessary as the J&K Legislative Assembly was dissolved by the present Governor J&K Satya Pal Malik on November 21. Earlier, the J&K Legislative Assembly was kept under suspended animation by the then Governor of the state NN Vohra, who imposed the Governor's Rule in Jammu and Kashmir on June 20 this year. Since the period of six months is expiring on December 20, there will now be the President Rule because of the stipulation therein the J&K Constitution. Anytime, an election notification is expected now from the ECI. Hopefully the elections to the J&K Legislative Assembly and the Lok Sabha would be held simultaneously. Almost all the political parties of the state and the centre are hectically busy in devising their respective strategies for the ensuing Assembly elections in the state. Pertinent to mention here that there are two major regional political parties - National Conference ( NC) and People's Democratic Party( PDP). Both of these political parties have ruled this state number of times. Besides this, other political parties of the country e.g. Indian National Congress (INC) and BJP are also in the fray apart from People's Conference and CPI (M) and JDU. A fire brand President BJP Ravinder Raina , a few days back has come out with a statement that this time the Chief Minister would be of BJP from Jammu. Immediately reacting to his saying, the former Chief Minister of J&K Omar Abdullah dared to ask him to come out with the exact name of the man from Jammu as the Chief Minister, Up to this time Raina has not countered against the Omar's utterances on the issue involved. Not to talk of forming the next government in the state of Jammu and Kashmir headed by a BJP Legislator as the Chief Minister of the state, Raina should first concentrate on the organizational affairs and the sharp declining of BJP popularity both in the Urban and rural areas of the state. Also avoiding proudness attitude, he should acclimatize with the rising political atmosphere against BJP in the country. Taking the lessons from the results of the 5 states in the Assembly elections, BJP should first introspect its behavior and policies in the past four years or so and then decide for the next actions otherwise it will fall in the ditch in the days to come. It is likely that BJP would be the main looser this time resulting which it would be able to retain only 7-8 Assembly seats and one Lok Sabha seat. Therefore, keeping an eye over the Chief Minister ship is totally foolishness and is ruled out straightway. Only thing which BJP can do is to save its skin in telling the people of the state about its stories as to why it could not deliver to the people during its coalition with PDP as also why it could not retain its power in states like Rajasthan , MP and Chhatisgarh. National Conference ( NC) is such a political organization which fought against the autocratic rule of the Maharaja of Jammu and Kashmir. It launched a decisive struggle for the Lok raj in the state of Jammu and Kashmir.National Conference a Regional political party of the state was founded by a tall leader of the masses Sheikh Mohammed Abdullah. Sheikh was a farsighted leader of the state who would be remembered for all times to come for bringing a revolutionary law on the Agrarian reforms and over the Defections. J&K Agrarian Reforms Act and the J&K Anti defection Act are the important Legislations of the state for which the tall leader was very much interested. Besides, Khatma Chackdari Act and Numberdars Act were totally repealed in this state. Sheikh Mohammed Abdullah remained as the Prime Minister of the state from 1947 and onwards up to 1953 when he was detained in the Kashmir conspiracy case and was put behind the bars. From 1953 to 1975, Sheikh Mohammed Abdullah remained in the Jails in and outside the state in Kashmir conspiracy case. In 1975 , he was given the powers of the state under Kashmir Accord signed by him and the Prime Minister of India Md. Indira Gandhi. After his death in 1983, his eldest son Dr. Farooq Abdullah took over the reigns of the state as the Chief Minister. Most of the Central legislations passed by the Indian Parliament have been extended from the period from 1953 and onwards now still the process of extending the laws passed by the Indian Parliament is on. This is a clear cut evidence that the Indian Parliament and the Apex Court have established their supremacy. Pertinent to mention here that National Conference on its own as also in alliance with INC have ruled the state in the past. PDP ruled the state first in alliance with INC and then with BJP based on Agenda of Alliance. NC has a greater role to play further in the state of Jammu and Kashmir for which its President Dr. Farooq Abdullah categorically stated a few days back that if NC comes in power in the state, it will give the autonomy to all the three regions - Kashmir, Ladhakh and Jammu immediately. With this there will not be scope of discrimination with any of these regions . All of them will be having the Regional Councils which will be fully competent to dispose of the issues of finance , recruitment, Law and order, General administration etc.etc. Dr. Farooq Abdullah is a true Indian. There is no doubt it and at the same time he is secular also. But the only thing is that he is very vocal and jolly in nature. He is not conservative one but a free and fearless personality. His daughter in law was from a sikh family and one of his daughters is married to Sachin Pilot in Rajasthan.
People of all the religions love like anything in Jammu and Kashmir as outside also. Besides remaining as the Chief Minister of J&K thrice, he was a Cabinet Minister in UPA-II led by Dr. Manmohan Singh. He is a good orator also and attract the people in political and social gatherings, He is very much fond of attending the marriage functions and dancing as well. Since he is very vocal and sometimes his utterances put him in awkward position and invite unnecessary troubles. He is required to apply some restraints on his utterances in order to come into power in the state once again as also to avoid unwanted misunderstandings between the rulers of the country and local leaders of various political parties. Had Omar not a inexperience political entity, Muftis and BJP leaders in this state could have find place in power in the state. It was Omar who was responsible of all this nonsense. This time, it becomes obligatory on his part to keep Omar Abdullah away from power. Omar can be utilized, if Dr. Abdullah think fit, for the seeing the organizational affairs of National Conference as the Vice President. In fact as per the previous experience, Omar remained as the failure as the Chief Minister. It is worthwhile to mention here that National Conference had committed a great blunder in boycotting the ULBs and Panchayat Elections in the state. Boycotting these elections was a mindless decision of National Conference indeed. As a responsible political party of the state, it should not taken such a drastic and undemocratic decision. They must be repenting over this unwanted decisionof National Conference. Due to their wrong notions, BJP remained successful in making the space for it in the ULBs and Panchayats of Kashmir valley. When we talk of People's Democratic Party( PDP), this political organization is very much busy in sorting out the differences between its leadership and its Legislators and the MLCs and after a long spell of time , the former Deputy Chief Minister Muzafar Hussain Baig has been made as the PATRON of the party in order to save the further detritions in the party affairs. Mehbooba Mufti shall remain as the President of the party. For all practical purposes , Dr. Farooq Abdullah should rise to the occasion and do everything for bringing his party to form the next government in the state under his Chief Minister ship. Dr. Farooq Abdullah is on record that his organization would contest the Assembly elections without any alliance with any other political party. He is certain to get the absolute majority in the J&K Legislative Assembly to form the next government in the state. It is expected that in case of inadequacy of numbers , Dr. Farooq would seek alliance with the Indian National Congress(INC) that too after the polls. For the cause of total peace and the tranquility in the state of Jammu and Kashmir as also to defuse the Kashmir tangle, Dr. Farooq Abdullah remained as the strong supporter a constructive dialogue with Pakistan.BJP should feel very happy in attaining certain ULBs and Panchayats in the valley in the recent elections due to the fact NC and PDP had boycotted the said elections. Had they not boycotted these elections , BJP could have scored a big dero in these elections. There is also big need for introspecting the factors which were responsible for their downfall while remaining in the Coalition Government with the pro Pak and Hurriayat - PDP from 2015 onwards. People residing in the entire belt of Jammu Division feel ditched and dodged by BJP during the last more than three years. The moment the elections to the J&K Legislative Assembly are held this time following position is likely to emerge:-
BJP - 07-08
NC - 37-38
PDP - 15-17
INC - 18-20
Others- 10-11
Under the prevailing circumstances there are bright prospects for the National Conference under the leadership Dr. Farooq Abdullah to come in power this time in the state of Jammu and Kashmir. If the need be, he would seek its alliance with INC after the poll.
