JK set to miss opportunity to make its twin capitals 'Smart'

Jammu, Dec 15: The Previous regime in the state of Jammu and Kashmir was hoodwinking people in the name of developmental projects with fresh example witnessed on Saturday when it came to fore that the much hyped smart city proposal for the state's twin capitals is in infancy stage and no concrete measure so far has been taken to execute the project on ground.
On Saturday high level meeting of the government officials was held over the smart city proposal in which it was revealed that the project is in its very initial stage and that there is much ground work needed to be done in this regard.
As per the official handout, the meeting, which lasted for several hours held threadbare discussions on where and how the funding as sanctioned for different works to different departments and agencies under the project could be judiciously utilized for bringing out concrete results in the minimum possible timeframe. What put the lid off over the claims of the previous dispensation was the outcome of the meeting which revealed that the project would take years to get implemented on ground and there are much hurdles that are ought to be crossed over.
Pertinent to mention here that the central government has sanctioned an estimated amount of 500 Crore rupees out of Prime Minister's special package for the creation of smart cities in the twin capitals of the state.
As the entire amount of Rs 500 crore stand sanctioned since the year 2017, mere 1.50 crore have so far been spent in Jammu and Srinagar districts on the project.
The figures have once again taken a lid over the government's non- serious approach towards ensuring the timely completion of the developmental projects in the state.
It has also shown how the government which keeps trumpeting its achievements on ensuring time bound completion of the vital projects has even failed to create a single Smart Lane, leave alone making the twin capitals Smart.
Pertinently, the State Government vide Order No.1081-GAD dated August 21, 2017 constituted Special Purpose Vehicles (SPVs) as Companies Limited by shares named as Jammu Smart City Limited and Srinagar Smart City Limited under the Companies Act, 2013 with authorized share capital of Rs 10 lakh, equity share of Rs 10 each and paid up capital of Rs 10 lakh for both the companies for implementation of smart city development projects.
However, what is exposing the government's dilatory mode of functioning is the fact that no more than mere 1.5 crores have been spent on the execution of the Smart City proposals for Jammu and Srinagar. "No, there is no forward movement in this regard and the project for Jammu as well as for Srinagar is in limbo.
Such a dilatory mode of working could be attributed to the style of functioning of the previous regime of the state. The central funds are at the verse of getting lapsed and there are high chances that the state could miss the opportunity of turning its twin capitals smart," says a senior official privy to the development.
