Lab Tech of PHC Surasyar threatens patient's husband

Chadoora, Jan 8: As the report filed by Early Times about laboratory technician has gone viral on social media , some of the influential relatives of the technician have started threatening and abusing Mushtaq Ahmad Lone, husband of the female patient namely Afroza who was cheated only a few days back by a lab technician in Chadoora area.
ET is in possession of the phone recording wherein one Irfan is threatening Mushtaq of dire consequences. The caller is abusing and threatening Mushtaq Ahmad a poor villager from Bonen Batwodder in Chadoora for reporting the matter before Early Times. Mushtaq with the help of some local media persons have taken up the matter with Police who have assured him of taking action against the caller.
As reported already, poor and disadvantaged people in remote areas continue to suffer at the hands of employees posted in Government hospitals. The paramedical staff in particular are fleecing poor patients by indulging in private practice from the Government health institutions itself.
A lab technician working with Health Department namely Syed Aftab Shah posted at Primary Health Center (PHC) Surasyar block Chadoora of Budgam district is looting poor patients especially those belonging to Below Poverty Line (BPL) families.
The Govt lab technician who is supposed to work for people has double income one from his salary and another from his private practice that he undertakes within the hospital premises.
The lab technician collects blood samples for various investigations inside the hospital. The doctors are also collaborators in this unholy practice who ask patients to undergo unnecessary investigations. After collecting the sample lab technician sends the same to private labs while as hospital authorities particularly Chief Medical Officer (CMO) Budgam and Block Medical Officer (BMO) are mute spectators to all this illegal business.
On December 27th a patient namely Afroza W/O Mushtaq Ahmad Lone R/O Bonen, Batwodder Sursayar village went to PHC Surasyar as she is suffering from some obesity disorder. The doctors in the hospital advised her to undergo some investigations like TSH and Lipid Profiling. When the patient went into the hospital laboratory, the lab assistant Aftab asked her that investigations could not be undertaken in the hospital. She was told by him to get these tests done from outside. The lab technician at PHC Surasyar who acts as an agent of some diagnostic lab located in Chadoora town & Srinagar asked Afroza who belongs to a BPL family to give Rs 600 so that these investigations would be done from some lab. The technician does not give any receipt as he fears to be caught, but maintains a dairy of patients.
"My wife gave blood sample and Rs 600 to the Lab Technician Aftab. We were told by him that these tests are done for Rs 800 in market. After few days when I confirmed from a private lab that only Rs 480 are charged for the same investigation, I felt agitated. I went to PHC Surasyar on Monday and tried to ask the lab technician about this disparity and illegal practice. The technician instead of feeling sorry raised hue and cry and threatened me with dire consequences.
He asked me to go and complain before DC Budgam . I send a message to higher ups in Civil Secretariat Jammu. I was lucky enough that a senior officer in secretariat responded. He took up the issue with BMO Chadoora directly. The BMO namely Dr Dilair Khan has been directed by Health & Medical Education Department to initiate action against the lab technician , I am sure he would be taken to task " said Mushtaq Ahmad Lone husband of Afroza while talking to Early Times.
According to reliable sources in Health & Medical Education Department Civil Secretariat Jammu , Block Medical Officer (BMO) Chadoora has been directed to initiate strict action against the lab technician. The BMO Dr Dilair Khan has initiated action and sought a report from incharge Medical Officer PHC Surasyar.
The illegal practice by paramedical staff especially lab technicians is a norm in Govt hospitals. Authorities need to initiate action against this organized mafia . Even the doctors are seen prescribing medicines that are available with particular chemist shops outside the Govt hospitals. Sources in Sub District Hospital Chadoora have told Early Times that at an average doctor gets more than 50 % commission from sale of medicines that they prescribe inside the Govt hospitals. This practice is seen in other SDHs and Primary Health Centers (PHCs) across state.
