Over Rs 70 lakh CDF of former NC Legislator under scanner
Money withdrawn against non- existent works

Kishtwar, Jan 18: The Constituency Development Fund (CDF) of former National Conference Legislator who was elected under Panchayat Quota is under scanner as majority of the works against whom more than Rs. 70 lakhs had been withdrawn from Marwah, Dachhan and Inderwal block of Kishtwar District had not been executed on ground and the money was swindle by the political workers-RDD official nexus.
As per the details available with Early Times, former NC MLC Dr. Shahnaz Ganie provided over Rs. 50 lakhs from her CDF in various areas of Marwah and Dachhan blocks of Kishtwar Constituency while at the same time she also provide Rs. 20 lakhs for Inderwal block of Inderwal constituency also in Kishtwar.
The sources told the Early Times that some political activists on whose name the NC Legislator provided the CDF did not execute the works and swindled the money in connivance with the officials of the RDD.
The sources said that even though the codal formalities had been completed in all respects which was also vetted by the legislator, but majority of the works didn't exist on ground.
The sources said that as far as Rs. 20 lakhs CDF provided by the Legislator for Inderwal block, same was though swindle earlier by some RDD officials-Political workers nexus, but some works were later executed after some RTI Activist filed RTIs with regard to CDF provided by the Legislator.
The issue pertaining to misuse of NC legislator CDF in Marwah and Dachhan also come to fore after RTIs were filed with regard to this issue.
As per reports, both BDO Marwah and Dachhan failed to provide information to RTI Activist with regard to release of CDF and execution of works, which clearly indicated something fishy.
It is pertinent to mention that only last week, People's Conference leader Sajjad Ahmed Najjar had raised alarm over the passing of CDF bills worth over Rs. 2 Crore to be withdrawn from Marwah, Warwan and Dachhan areas which are presently under the cover of several feet of snow. His disclosure was based on the statement of AEE REW in RDD Kishtwar in which the officer stated that it was political compulsion that forced them to pass the proposed estimates.
