'Two BDOs for one Block'
Understaffed RDD orders irrational postings

JAMMU, Jan 24: Already understaffed Rural Development Department (RDD) posted to two BDOs for a block recently, making a laughing stock of itself.
Sources in civil Secretariat revealed that in a recent transfer order the department has posted two BDOs in one block, by ordering the transfer of new BDO and forgetting to transfer already working BDOs in these blocks.
"Abdul Qyume, BDO attached with the Directorate of Rural Development Jammu was posted as BDO Darhal, in Rajouri district without relieving sitting BDO Jagan Nath" sources said and added that Jagan Nath was posted as BDO Kalakote, but prior to Panchyat Poll, District Election Officer, transferred him to Darhal.
"In view of forthcoming elections and in the interest of Administration Abdul Haq, BDO Darhal is transferred and posted as BDO Kalakote, while BDO Kalakote Jagan Nath is posted as DBO Darhal", order number 680-DDCR of 2018, dated 20/10/2018 read.
They said that instead of filling vacant posts of BDOs and relieving those who were holding additional charge, the department issued a very 'ambiguous' order.
In the Jammu district, a similar mistake was made by the department. "Chander Kant Bhagat, presently awaiting orders of adjustment in the department is posted as Block Development Officer, Marh Jammu. He was also directed to hold the charge of BDO Bhalwal Brahmana in addition to his own duties, where already a BDO is posted", they said.
"Prior to Government order32-RD&PR of 2019, dated 21/01/2019, Ranjit Singh was BDO Marh, and holding additional charge of BDO Bhalwal Brahmana", they said and added without mentioning further posting of sitting BDOs government posted new ones making mockery of rules. "It is very surprising that, mounted over additional charge system, the understaffed RD&PR department posted two BDOs for a block, in a very irrational way ", they said.
They further said that in Samba district, BDO Bari Brahmana Kavita Pandoh has been asked to report to directorate of Rural Development till further orders, without making any arrangements for the Block.
