Divisive is Musharraf's 4-point J&K solution | | | Early Times Report
JAMMU, Jan 31: Tehreek-e-Insaaf Jammu & Kashmir chief Mohd Adil Hussain Hadi the other day claimed in Srinagar that the former Pakistan President General Pervez "Musharraf's 4-point formula had wide acceptance and that its implantation could prove to be a founding stone for resolving the dispute over Kashmir". Earlier, Mirwaiz Umar Farooq and other separatists in Kashmir had aired similar views. Similarly, the People's Democratic Party of Mehbooba Mufti has on a number of occasions endorsed the Musharraf's 4-point formula. In fact, her self-rule doctrine is based on the Musharraf's 4-point formula. What is this Musharraf's 4-point solution? The Musharraf's four points were: (1) Demilitarization or phased withdrawal of troops; (2) there will be no change of borders of Kashmir, but people of Jammu & Kashmir will be allowed to move freely across the Line of Control (LoC); (3) self-governance without independence; and (4) a joint supervision mechanism in Jammu and Kashmir involving India, Pakistan and Kashmir. The Musharraf's formula, if accepted and implemented, would mean the negation of all that New Delhi did during all these years of the state's accession to India and the rise of a situation under which Pakistan will have equal say in this part of Jammu & Kashmir as well. In other words, it would mean that even this part of Jammu & Kashmir is a disputed territory between India and Pakistan. It would also mean withdrawal of the army from this part of the state and the emergence of a situation which would help separatists and terrorists heighten their break-India activities and separate Jammu & Kashmir from New Delhi and merge it with Pakistan, their master. To be more precise the implementation of the Musharraf's formula would mean shared sovereignty and negation of the Indian State, recognition of the Pakistani false claim that Jammu & Kashmir was a disputed territory, withdrawal of all the Central laws from the state, free movement of Pakistanis even in this part of the state and destruction of the non-Muslim minorities, which constitute almost 40 per cent of the state's population. It needs to be noted that PM Vajpayee was not averse to the idea of accepting the Musharraf's formula. It's a different story that he couldn't move ahead because of his massive defeat in the 2004 general elections. It's no wonder then that all in Kashmir, including Mirwaiz, Farooq Abdullah, Omar Abdullah and Mehbooba Mufti, invoke Vajpayee day in and day out and accuse PM Narendra Modi of not following in the footsteps of Vajpayee. |
