Jammu, Mar 5: Aam Aadmi Party (AAP) has castigated the state government for delaying complete implementation of three tier panchayati raj system in the state. "How alluring and amusing it sounds when all traditional political Parties in the state, claim that they stand for devolution of power into the hands of people, through democratic process, particularly at the time of general elections, over last 70 years but soon after elections are over, they forget the promises made to the people and resort to everything that weaken the constitutional bodies like Panchayati & Urban local bodies by means of various amendments", AAP founder member Deep Singh said. The members of J&K Aam Aadmi Party are thankful to the then Governor of the state N.N.Vohra who annulled an amendment in the Panchayati Raj Act 1989, made by the then coalition government formed by BJP & the PDP, making it mandatory that a Sarpanch of Panchayat Halqa shall be elected by Panches of said Halqa instead of direct elections through voters. "As of now, though the elections to the Panchayats and Urban Local Bodies UBL) stand conducted more to suit the constitutional obligation to facilitate release of central funds for PRIs than to the interests of common man. By not conducting the Panchayat elections on time in the state over last 70 years, the Govt. of India is estimated to have withheld an amount of around Rs. 24,000 Crores meant for rural development directly through PRIs. Had this hefty amount been spent on ruralities in the state, the rural conditions would have been quite different than it meets the eye at present", they said.
