When we shout of
world opinion encouraging for India, we have to brainstorm over the role of 57 of the total 195 nations, that are member countries of 'Organization of Islamic Cooperation' (OIC) established in 1969 and is the second largest inter-governmental organization after the United Nations with a membership of states spread over to four continents. Over the last 40 years, the membership has grown from its founding members of 30 to 57 states. The OIC includes strategically very important countries like: Islamic Republic of Afghanistan, State of The United Arab Emirates, Republic of Indonesia, Islamic Republic of Iran, Republic of Iraq, Republic of Turkey, Kingdom of Saudi Arabia, State of Palestine, Hashemite Kingdom of Jordan, State of Kuwait, Republic of Lebanon, People's Republic of Bangladesh, Republic of Chad, State of Qatar, Burkina-Faso, Turkmenistan, Libya, Malaysia, Arab Republic of Egypt, Syrian Arab Republic, Federal Republic of Nigeria, Republic of Yemen, Republic of Maldives, Republic of Mali, Republic of Suriname, Republic of Sierra Leone, Kingdom of Bahrain, Brunei-Darussalam, Islamic Republic of Mauritania, Republic of Mozambique, Republic of Azerbaijan and many more. Here we should not blow away that Modi is the only prime minister of India who has visited so many Muslim countries (almost all member of OIC) in his tenure and had always been claiming of strengthening relationship between India and other Muslim countries.
On one hand it is well known in the public domain that external affairs Minister Sushma Swaraj attended the 46th inaugural session of the Organization of Islamic Cooperation (OIC) meeting held in Abu Dhabi, invited as a guest of honor. It is for the first time that India has been invited to a meeting of the OIC, which is an influential grouping of Islamic countries. But on the other, it went under carpet that the OIC, just two days before the 46th session of the OIC Council of Foreign Ministers in Abu Dhabi, had called the emergency meeting of its 'Contact Group on Jammu and Kashmir' in Jeddah on 26th February 2019, preceding the 46th Session of the Council of Foreign Ministers being held in Abu Dhabi, United Arab Emirates. The outcome of meeting of this contact group on Jammu and Kashmir has made clearly the stand of Organization of Islamic Countries (OIC) vis-a-vis Kashmir conflict.
If we deeply penetrate into outcome of Abhu Dhabi declaration, word by word, we come across there are only two of the 50 resolutions, in reference to Pakistan and India. First described Kashmir as the "core dispute" between the two countries and expressed concern at rights violations in "Indian occupied" Kashmir and spoke of "Indian terrorism" in the state. The second welcomed Prime Minister Imran Khan's offer of dialogue with India, and the gesture of releasing the Indian pilot captured. The Assistant Secretary General on behalf of the OIC Secretary General, while speaking in the meeting of 'OIC Contact Group on Jammu and Kashmir", expressed grave concern at the rising tension in South Asia. OIC Contact Group strongly condemned the recent wave of repression, brutal killing of innocent Kashmiris by the Indian occupation forces, frequent incidents of rape especially of minor girls, and reiterated OIC's principled position on supporting the people of Jammu and Kashmir in achieving their legitimate rights, including the right of self-determination. In a statement released after the meeting, the OIC Contact Group on Jammu and Kashmir urged India to respect the fundamental and basic human rights and address the dispute in accordance with the relevant OIC and United Nations Security Council resolutions on the subject as well as the wishes and aspirations of the Kashmiri people, the principle of self-determination and human rights. The Contact Group adopted resolutions moved by Pakistan, raising concerns regarding air-strikes and condemned incursion by Indian aircraft across LoC and dropping of bombs inside Pakistan on 26th February. This contact group of OIC slammed India on Kashmir. Here we have to be honest that is it the strengthening relationship between India and other Muslim countries much spoken by our altisonant PM? The Contact Group also appreciated Prime Minister of Pakistan's offer for peace and dialogue to India to resolve all issues. Although the OIC Kashmir Resolution, is projected as a separate resolution to what is termed as the negotiated and unanimously adopted 50-point Abu Dhabi Declaration, however, the final document of the declaration had no mention of Jammu and Kashmir which is being propagated as a "diplomatic success" and a win for India. When India stand battered on Kashmir, how it is a diplomatic success of India, it is only the BJP, ruling dispensation, that can explain? When this contact group of OIC addressed by OIC Assistant Secretary General on behalf of the Secretary General cannot be under estimated and in other words is the voice of the whole OIC meet and Pakistan has somehow succeeded in his nefarious design by giving a message to whole world community about Kashmir through the outcome of OIC contact group on Jammu and Kashmir. The thoughtful statement by OIC contact group on J&K is a diplomatic move of the OIC countries by keeping away of mentioning Kashmir in Abhu Dhabi declaration, but at the same time keeping in declaration that "We welcome the positive initiative undertaken by the Prime Minister of Pakistan Imran Khan to hand over the Indian pilot as a gesture of goodwill to de-escalate tensions in the region".
The way OIC group through its Contact Group on J&K have shown mirror to India is a matter of serious consideration, especially when we are in mid way in garnering support of world community against Pakistan for pampering terroristic activities in Jammu and Kashmir from its soil and for patronizing the godfathers of these outfit organizations and moreover when both India and Pakistan are in retaliatory mode over Pulwama and subsequent developments.
India's External Affairs Minister invited for the first time at any OIC forum. The performance of India's Foreign Minister, at the meeting of foreign ministers of the Organization of Islamic Cooperation (OIC) just made headlines back home. But it yielded nothing in the meeting other than praise for her address as a 'guest of honor' and the coming of resolution criticizing the India administration's role in the state of Jammu and Kashmir on Kashmir. It is in public resonance but beyond the reach of the deserving ears, that if the leaders of the Muslim world would have been better informed and well awakened, how Pakistan crushes the ethnic struggles for freedom from its brutish and barbaric rule, under the army boot, would have punctured Pakistan's false presentation about Kashmir. The resolution of OIC contact group on Jammu and Kashmir has been just rejected like walking on the beaten track and nothing more, by India's Ministry of External Affairs with the statement "Our stand is consistent and well known. We reaffirm that Jammu and Kashmir is an integral part of India and is a matter strictly internal to India". Concluding, when we visit the successor programme for the next decade (2016-2025) adopted by OIC, among others the priority areas include 'Peace and Security', 'Counter-Terrorism' and 'Human Rights and Good Governance' and the conclusion of 46th meet with declaration that (we) "Condemn all forms of interventions in internal affairs of the states as such interventions are considered as a violation of the norms of the international law and the principle of sovereignty of the states" and "affirm our commitment to respect the security, sovereignty, independence and territorial integrity of Member States, and believe in the necessity of resolving existing and emerging litigations and conflicts through negotiation, mediation and reconciliation by adopting diplomatic solutions based on the principles of international law, and therefore, we call upon the full activation of the OIC mechanism on peace and security and the good offices of the secretary general" is a message that can prove wondrous if real intentions of the Islamic countries find place in it.
