Early Times Report

Jammu, Mar 8: The active members of Movement for Peace, Equality & Justice, Ram Singh Chauhan & Kuldeep Kumar Rao have reminded Satya Paul Malik the Governor of Jammu and Kashmir his promise to the people of the state that he would ensure formation of Block Dev Councils soon after conducting Panchayat elections. The duo said that more than 70 days have passed since then and Lok Sabha & Assembly elections are round the corner but Governor Sahib might have forgot the promise which would be historic in the sense that Block Development Councils & District Planning & Dev Boards have never been formed here in J&K state for last 70 years and it will never happen if so called popular government is put in place who are totally against decentralization of powers down up to grass root level into the hands of public representatives in a democratic manner. They appeal His-Excellency the Governor of the State to Constitute Block Dev Councils & District Dev. Boards, setting aside all amendments which have been made to weaken the basic unit of democracy- the Panchayats, as promised by him before Panchayat elections. Chairman, for Block Dev. Council should necessarily be a person whose name is entered in the electoral list of the Block concerned. Any nomination at this level amounts to strangulation of democracy in the greatest democracy of the world. They further said that people have high hopes with the Governor for the same before Assembly elections failing which people will feel deceived & cheated like traditional Political Party regimes in the past.
