Assembly secretariat violates GAD circular with regard to class IV posts

SRINAGAR, Mar 8: The legislative assembly secretariat is once again in the news and this time too the reason is bad one. The secretariat advertised some posts in violation of a circular issued by General Administration Department (GAD) some months back.
Sources said that the secretariat advertised the posts in violation of GAD's circular number 2-GAD of 2019 dated January 2, 2019. It has also flouted SRO 99 of 2008 issued with regard to the advertisement of posts.
The Assembly Secretariat once again achieved a distinction and that too during the Governor's rule by becoming the first department to violate the SAC decisions on direct recruitments and flouted the SRO 99 of 2008 in vogue which prescribes the minimum and maximum qualification in respect of filling up the Class IV vacancies in any department.
The advertisement Notice No.1 of 2019 along with the prescribed application form presently available of the official website of J&K Legislative Assembly also published in leading dailies has once again put a question mark on its functioning and mode of filling up the vacant posts.
Pertinent to mention here that General Administration Department, in pursuance and compliance to SAC Decision, vide Circular No. 2-GAD of 2019 Dated 2nd January 2019 dispensed with the interview system for Class IV recruitments.
It was also pointed out that the Services Selection Board as the only recruiting agency for filling up the Class IV posts borne on the respective establishments of all the departments or any government organization, body substantially owned or controlled by the state. This too has been violated by the assembly secretariat.
Moreover, prescribing the minimum and maximum qualification notified in terms SRO 99 of 7th April 2008 stands has been flouted with impunity by the authorities of the Assembly Secretariat for unknown reasons. The educated unemployed youth of the State once again have the reason to feel dejected and demoralized as the Advertisement seems to have been composed purely to pave the way for accommodating blue eyed and favorites.
The fact can't be ignored that the copy of Circular No. 2-GAD of 2019 Dated 2nd January 2019 and SRO 99 of 7th April 2008 have been forwarded to Secretary, J&K Legislative Assembly (Serial No. 17 and 19 respectively) and the Secretary, Law, Justice and Parliamentary Affairs is holding the additional charge of Legislative Assembly and there is no reason that he can plead ignorance on the subject.
The J&K Legislative Assembly in past has remained in news for backdoor appointments and the inquiries held by SVO besides some litigations highlighted the rampant practice of backdoor appointments in Assembly that made the credentials of the then authorities which were at the helm of affairs doubtful and questionable.
