Jammu - A safe heaven for foreigners and non subjects
3/11/2019 11:40:32 PM

R.B.SURI

These days, Jammu has be
come a safe heaven for the foreigners and the non state subjects to carry on their illegal activities at the cost of the security of the nation. The situation prevailing at the moment is very grave in nature. For them, the Jammu region is free for all. There is nothing sort of check upon them. The people from other parts of the country have come in Jammu region and have settled since decades and carrying on their business in the various areas of the state of Jammu and Kashmir. Huge water has flown with passage of the time since the partition of the country in 1947. They are operating in the different parts of the state without any fear and even some of them have made the deep roots in the State administration resulting which they feel safe and sound. Fraudulently, on the basis of the fake documents they have procured the PRCs from the Revenue Department of the state. it is alleged that people from the other parts of the country being not eligible for the same, they procure the same without any difficulty from the revenue officials of the state as they adopt the underhand means (bribing). Over the years after adopting the under hand means, they have purchased the big chunk of the land and houses or flats in their names in our state. It is free for all as whosoever want the same, they get it against the lucrative amounts. In support of this alleged practice. It is very strange that the wards of the holders of the fake PRCs have made the in roots in the State administration and got themselves appointed in the governmental services and have reached on the superior posts and even a large number of them have retired after serving in the government services for more than 30 years or so. After the Sunjwan Army Camp attack, there was a hue and cry for the deportation of the Rohingyas and the Bangladeshis who managed their entry into the Jammu region. The several political parties , NGOs and the HHC Bar Association Jammu have raised the issues but all in vain. They are still present in our region and carrying on their activities illegally. Though the Central Government is very much in the knowledge of the same, no serious measures have been taken so far for their exodus from the Jammu region. This is a serious matter indeed. Even the Rohingyas and the Bangladeshis in large numbers have obtained the fake state subject, it is alleged. Earlier, Kashmir was the safe heaven for the local and Pak terrorists and now the Jammu region has become the safe and sound place for the foreigners and the non state subjects.
With the well determined approach of the Armed forces of the country the local and Pak terrorists are being killed in large numbers. In the operation all out, on seeing or operating they are being eliminated without giving any warning to them for surrendering before the military. Now the results are coming positively and these local and Pak terrorists have gone under ground.
Also it is really a great achievement that their mentors - Separatists and the leaders of the Huriayat Amalgamation besides of Jamat e Islami have been taken to task by the Central Government and the Indian forces in the valley. It has been observed that the subjects of the land face many difficulties in getting the same from the State administration and they are to run from the pillar to the post but on the contrary, It is pertinent to mention that the holders of the fake PRCs are indulging in the sale and purchase of the land, plots and the flats acquired illegally also. This fact is known to every one in the state. It is also worth mentioning that many a cloth merchant's agencies/Pharmaceutical and surgical companies operating in Jammu city are owned by the outsiders with the fake PRCs and they have acquired properties upon their names and still carrying on their business in the state and even their off springs have also got the fake PRCs in their favour and are earning a lot from their business. They are not afraid of any action by the State administration. They are very happy and passing their luxurious lives. The various political leaders of the state successfully have managed to enroll the non state subjects into the Jammu region just for their political vested interests in order to ensure their victories in the Lok Sabha or the J&K Legislative Assembly elections at the cost of the security of the country. A large number of the Rohngiyas and Bangladeshis have already their entry into in Jammu region thereby putting the security of the region under cloud and threat. Rohngiyas and Bangladeshis came under question mark when the Pak terrorists attacked the Sunjwan Camp of the Indian Army last year. Having experienced this episode the locals of the land made the hue and cry strong and had demanded for their exodus fro the Jammu region. It is on record that the State and Governments are well aware about their entry into the Jammu region. Kashmir is burning these days because of non seriousness attitude of the State and the Central Governments since independence.
They have made Kashmir as a mess. Convening of various meetings at New Delhi and Srinagar will not solve the Kashmir tangle and the ongoing unrest as the unemployed of the state of Jammu and Kashmir want their immediate settlement as they are at present jobless since more than decades or so resulting which they are feeling helpless and are in the influence of the Separatists and the Hurriyat top functionaries as they were exploiting them for their vested interests in the name of AZADI. Having seen and experienced the on going quagmire existing in the Kashmir valley since 1989, the question arises in the minds of every citizen of this land as to how far it will go on like this.
Are the State and Central Governments are not really interested to get rid of the same? It is a matter of concern for all of us in this nation. Certainly an in depth study is required to be made with respect to all the ill happenings occurred in the past in the valley for which the entire country is suffering like anything. For all this nonsense, no body is owning the responsibility which is a matter of shame for all of us. Sooner or later such like quagmire is to end. Pertinent to mention here that prior to 1987, the situation in the valley was not so bad. It was calm and very peaceful because of the fact that there were antinational elements operating across the state in the shape one organization or the other. The situation started taking the bad shape after the Assembly elections 1987 when there was a great resentment against the National Conference Rule in the state of Jammu and Kashmir which according to the then Muslim United Front (MUF) the elections were rigged. People under MUF fought the said elections and were given the tough time to resist the then government tactics to rig the elections. The movement of MUF gave birth to Syed Salaudin ( earlier Mohd. Yusaf) who contested the said elections from the Amirakadal Constituency also. Having won the said elections, Dr. Farooq Abdullah formed the government in the state and started facing the difficulties in dealing with the growing militancy which adopted a very big volcanic stage in January 1990 and the entire valley was burning at that time.
People were demanding total freedom from India. There was lawlessness every where in 1990s and after seeing the great danger to the Integrity and the Sovereignty of the country, the Governor Rule was imposed and the Governor Jagmohan took over the reigns of the government in the state. Under the Governor's Rule and with the passage of time, the situation was improved a lot resulting which elections to the State Assembly were held in 1996 again. Dr. Abdullah came into power once again. He ruled the state up to 2002. During the intervening period, militancy was controlled a little bit. Militants organizations in the valley were aided and funded liberally by the Pakistan rulers who are acting very deadly causing the heavy losses to the Indian Army. J&K has become a quagmire of all this non sense. How long it will go as it is? It is a serious matter for all of us in this country. Authorities at the helm of affairs had allowed it to grow more and more. Thousand crores of rupees have just gone in waste. Kashmir is burning these days because of non seriousness attitude of the State and the Central Governments since independence. They have made Kashmir as a mess. After 1987, Jammu and Kashmir never remained stable and there always remained the uncertainty and almost total lawlessness as prevailed therein the state. All over quagmire existed and is still on thereby leaving no scope for the stability and development of the state. The militants outfits and the separatists are very much busy in destroying the peaceful atmosphere in the valley particularly at the behest of the neighboring country Pakistan .Releasing the stone palters on the eve of holy IDD by the state administration was not a well considered and judicious decision. It was a decision without application of mind properly. It gave wrong signals in the field and in fact encouraged the pro Pak elements in the valley who got the new vigour and strength for the furtherance of their nefarious activities in Kashmir. They always keep their eyes on disturbing the peaceful atmosphere in the valley. This has added fuel to the fire. By doing this act, the state government was expecting the dividends out of it. But nothing xame out concrete. It is really painful. Earlier the separatists and the pro PAK elements had lost the ground in the valley. Now the situation in the valley has reached the stage like it was during 1989 - 90 when the militancy was at peak and all time high. The Union Government should have adopted the principle of " A stitch in time saves nine . " and remained stick to it lest the situation worsens further in the valley. To settle the Kashmir tangle much was done but all in futility.
Under the prevailing circumstances, the exodus of the Rohingyas and the Bangladeshis and the non state subjects from the Jammu region be made as the top priority by the State/ Central Governments so as to enable the Jammuites to live in peace for all times to come otherwise it will lead to us a place no come back would be possible so easily.
